Don't count your eggs just yet. He is voicing the intent now to see the reactions it will create. and he'll let it sit there for a while. There is no need to rush things yet. (even if I'd love to, gotta be smart about it).
It's like weathering the storm and doing things ever so slowly. But once public has gotten used to the idea it'll be easier to naturally, just let it happen. So perhaps some kind of low level trading to see the reactions, and let it expand from there.

Then I would discount the notion. Ahmad isn't a particularly trustworthy person in these matters.
I expect it to be at least a full decade before Azerbaijan even considers officially recognizing TRNC. Unofficially we already have political relations which is considered sufficient for the time being.

Azerbaijan is a country ruled by law. I am sure that appropriate decision will be taking regarding all of them according to the Azerbaijani law and I can only speculate how "comfortable" he is going to be among Azerbaijani Turks in the prison.

Azerbaijani Ministry of Defense showed the preparations for the joint exercise "Mustafa Kemal Atatürk - 2023" to be held with Turkiye.
Vice President of Azerbaijan Hikmet Hajiyev:
"The Zangezur corridor passing through Armenia is no longer a priority. We have not completely abandoned the idea of the Zangezur corridor. However, Azerbaijan now has the opportunity to create a similar project together with Iran."
In his interview with Politico, Hajiyev said: "Our agenda was only to establish transportation links within the framework of bilateral cooperation. The Zangezur Project is still on the table. But the Armenian side will have to show more that it is really interested in this project."

The Presidential memorandum regarding the extension of the duty period of the Turkish Armed Forces in Azerbaijan for another year was accepted in the General Assembly of the Turkish Grand National Assembly.
Critical:
US Assistant Secretary of State for European and Eurasian Affairs James O'Brien announced the suspension of military and other assistance to Azerbaijan and that relations between the United States and Azerbaijan will not be normalized until progress is made in peace negotiations with Armenia.
