I understand but like i said currently many EU nations preparing to put sanction on Israel and this sanction effort led by Spain and France largely.So my logic says its gotta be Israel.

With this contract, another significant step has been taken toward the localization and nationalization of light rail systems. The motors and traction systems to be developed will be realized entirely through domestic and national engineering and production capabilities.
