How about an Eastern and Western Libya form and stay as independent countries? If the country is united forcefully it won't last, the regions all hate eachother and another civil war will happen within a few years.

Cyrenaica hates Tripolitania and will go at eachothers throats over a missing sheep. Maybe when the country is more developed unity would be more feasible but right now it would just be a cycle of violence in my opinion. Gaddafi held the Libyans by a thin thread, and once they were fed up he was deposed of brutally.

Egypt will be more relaxed not having a MB supporting country on its borders, and having a buffer(LNA). UAE will not worry about Haftar getting out of power, and Turkey will have let the GNA stay alive and have the ability to base forces inside of Western Libya.
