Emergency blow doesn't require electricity and is used in case of emergency.
Something has happened and they couldn't use emergency blow.
Moreover, Indonesia has already declared the situation as SUBSUNK, which means they have verified it has sunk. ,not missing or being looked for.

The twitter account look like coming from specialized maritime media, journalist in that media I believe has good and credible sources inside Navy.
