LEO is by definition global. whatever service they'll provide it has to be global. And they will have to either set up ground stations all over the world or have inter-satellite laser links.
It really depends on your definition of global.

Turkey intends to limit the coverage to our latitude. Those high up towards the polar region will not be covered.

Cards are produced in 1 week, satellites in 2 months:
• INFINIA implemented Turkey's first private satellite initiative with its joint venture Plan-S
• Plan-S, which aims to be an assertive actor in this field with its constellation satellite concept, launched 5 satellites in a short time.
• After a 4-6 week material procurement process, electronic card production is carried out by INFINIA in 1 week. Satellite production, including mechanical testing and assembly, is completed in 2 months
• INFINIA aims to carry out the testing and assembly stages in-house

According to miguyans Tweet Göktürk-3 will be launched in 2028.

Edit: It's something late, with space based SAR Capabillity Ships for example an Aircraft Carrier can be classified. Tayfun ASBM can be launched towards the Position.

It's an important Capabillity.

We need to acquire space launch capability as soon as possible; many of our space launches will go beyond utility requirements towards strategic and military objectives. Those payloads may not be able to find a ride if we don't launch ourselves. Yes it is rocket science and our Roketsan is cut out for it.
