Super alloy formula? What do you mean by it is largely about IP rights over capital machineries?
Any material can be analysed in various spectrometers for decades now....in fact major MRO in world has standard equipment for this (for on site assay, NDT etc).
So the formula is not really the secret for materials....the story of the metal filings sticking to Soviet shoes when they were allowed iirc to visit Whittle's (what would become RR) facility in UK post ww2 relative bonhomie. These can also be found fairly easily in literature too all over the place.
Rather it is the specific manufacture (tolerances, process control, RnD of the capital equipment, the engineers and technicians with expertise in their operation etc, the IP in every granular level of this) of the materials and components.
That is where IP rights come into play as to what is (relative to adjudged receiving party capacity to handle + absorb etc):
A) transferred (at once and then over a spread time integral too) and known/assumed to be readily fungible/transferable beyond it
B) what is licensed (i.e not further transferable and fungible to some degree stipulated) and need safeguards
C) not licensed (i.e IP firewalled) and needing more stringent safeguards (often no capital equipment + their knowhow + teams transferred essentially..... so components are directly imported)
