However, the latest visit indicates that Jakarta is eyeing the latest Taigei-class submarines equipped with lithium-ion batteries instead of traditional lead-acid ones. Lithium-ion batteries increase endurance and speed underwater.

"I believe this has laid an excellent foundation for the two countries to further deepen their cooperation in maritime security. Military transfers are an important policy tool for Japan to create the desired security environment," said Koizumi.

Joint Production

In January 2025, Indonesia and Japan launched a defense consultation mechanism. This mechanism focuses not only on maritime security issues but also on collaboration on defense equipment and technology transfer.

The two sides are still negotiating the potential for joint development and production of advanced frigates for the Indonesian Navy. Indonesian President Prabowo Subianto first expressed interest in cooperation while still serving as Defense Minister in 2021. Indonesia appears interested in modified Mogami-class frigates.

According to several sources, Tokyo's proposal is valued at US$1.94 billion. This project will involve the construction of four frigates in Japan, with an equal number to be built in Indonesia by the state-owned shipyard, PT PAL Indonesia.

In addition to exports and technology transfer, the two countries also agreed during the 2+2 meeting to continue cooperation under the Official Security Assistance (OSA) program. OSA aims for Japan to provide equipment and infrastructure development assistance to the partner country's military in the form of grants.

As such, Japan will continue to donate fast patrol boats to Indonesia for the second year. These vessels will boost Indonesia's maritime security capacity. Earlier this year, Tokyo provided two high-speed patrol boats.

Furthermore, although not part of the OSA, Mitsubishi Heavy Industries is building an offshore patrol boat for the Indonesian Maritime Security Agency (Bakamla). The vessel is scheduled for delivery in March 2028."

Third Japan-Indonesia Foreign and Defense Ministerial Meeting ("2+2")​

On November 17, Mr. MOTEGI Toshimitsu, Minister for Foreign Affairs of Japan, and Mr. KOIZUMI Shinjiro, Minister of Defense of Japan, held the third Japan-Indonesia Foreign and Defense Ministerial Meeting (“2+2”) with H.E. Mr. Sugiono, Minister for Foreign Affairs of the Republic of Indonesia, and H.E. General (Hon.) Sjafrie Sjamsuddin, Minister of Defense of the Republic of Indonesia, for approximately 90 minutes from 5:35 p.m. (Japan time). The overview of the meeting is as follows.

1. Overview​

  1. The four ministers welcomed the convening of the "2+2" meeting between Japan and Indonesia as comprehensive and strategic partners for the first time in almost four and a half years. Minister MOTEGI stated that it has become increasingly important to strengthen efforts toward the realization of a “Free and Open Indo-Pacific (FOIP)” and that security cooperation between Japan and Indonesia, both of which are democratic and maritime nations, is of great significance.
  2. The four ministers shared the recognition on the current international security circumstances that are becoming increasingly severe. The four Ministers discussed the bilateral security and defense cooperation as well as regional issues and collaboration in international arena, and confirmed their commitment to further reinforcing the cooperation between the two countries with a view to maintaining and strengthening the free and open international order based on the rule of law.

2. Bilateral security and defense cooperation​

  1. The four ministers welcomed that the two countries had advanced their cooperation in the field of maritime security since the second “2+2” meeting in 2021, including the provision by Japan to Indonesia of a large-scale patrol vessel through ODA (Official Development Assistance) as well as high-speed patrol boats through OSA (Official Security Assistance). The four Ministers shared the view that the two countries would further expand the cooperation in this field including through OSA.
  2. The four ministers also welcomed the progress of many efforts made to date in such fields as joint exercises and exchange of human resources. Also, the four ministers concurred on further advancing the discussion between the defense authorities of the two countries including on defense equipment and technology cooperation based on the Agreement concerning the Transfer of Defense Equipment and Technology signed at the second “2+2” meeting. In addition, the four ministers also concurred on launching discussion between the defense authorities of both countries on the way to protect military information.

3. Regional issues and collaboration in international arena​

The four ministers also discussed situations of the East China Sea and the South China Sea, North Korea, Middle East, Myanmar and so forth.
  1. Regarding the situation in the East China Sea and the South China Sea, Minister MOTEGI and Minister KOIZUMI expressed serious concern against the continuation and the intensification of the unilateral attempts to change the status quo by force or coercion. Furthermore, the four Ministers confirmed the importance of adhering to international law, particularly the United Nations Convention on the Law of the Sea (UNCLOS), from the perspective of upholding a maritime order based on the rule of law.
  2. Concerning the situation in North Korea, the four ministers shared serious concerns over the nuclear and missile development and the advancement of Russia-North Korea military cooperation, and confirmed the importance of the full implementation of the related UN Security Council resolutions toward the complete denuclearization of North Korea. In addition, Minister MOTEGI asked for the continued understanding and cooperation on the immediate resolution of the abductions issue, and gained support from the Indonesian side.
  3. As for the situation in the Middle East, the four ministers confirmed that the two countries would work together including through CEAPAD (Conference on cooperation among East Asian countries for Palestinian Development) toward the early recovery and reconstruction of Gaza and the realization of a two-state solution.
  4. Regarding the situation in Myanmar, the four ministers shared serious concern over the deteriorating situation and reaffirmed the close coordination on this matter.
