IMO, the UK buying Turkish Arms is much more valuable than selling the vehicle urgently to a few more small countries. We already have our plate full. But if we could open the door to the Western(rich) countries we could sell a slew of defense products at much higher profit margins to wealthy...

It can be pressured by its people. Certain groups in the government or society can slander Turkey and demand not buying it. A successful media campaign could theoretically stop the deal(if there was one). Besides, what's the point of announcing it before the deal goes through? What gain can be made?

Why are they announcing it before a decision is made? This jeopardizes the chance of the arms purchase. Some people could/will put pressure on UK government for not buying it.
