i think turbomecca (now safran helicopter) now more focus on developing and producing helicopter engine.
the development part of adour were mostly taken over by rolls royce and turbomecca only focusing on manufacturing those engine so they can put more RnD resource on helicopter side of things.
why not ask rolls royce directly for assistance just like india and japan did. being it an older engine i think they would give a lot (and easier access) on those engine tech where we can develop our own engine (or partly) from.
