Rafale is the proper name of the aircraft. It’s not ‘’Rafele’’ or ‘’Rafaele’’ like we often see on social media. And OTAN means ‘’Organisation du Traité de l’Atlantique Nord’’, basically NATO in French.

Yep. Piston engines are much more available compared to let's say a turbofan engine. To certify TS-1400 and TF-6000 would make sense compared to that.
