We're looking for a ban on tourist visas, not all visas. And what the EU is currently doing is even less than that - it is currently eliminating a visa agreement that gives a simplified procedure for tourist visas to Russians.

Unfortunately, no. The agreement in question gives Russians a simplified procedure for receiving visas. It's the only thing the EU agreed to suspend, but Russians will still be able to get visas through the same procedure available to most other countries.

I would be very skeptical of all accusations of Poroshenko being connected to Russian operations. As President he was very anti-Russian (more than Zelensky before the war) and accusations of his alleged Russian sympathies have been politically motivated nonsense.
