What you are missing here is that F-15(EX) has enormous RCS (similar to flankers), like 10-15m²
While with worst estimates being around 0.2m² for Kızılelma.
F-15EX can carry as much as it wants but it can't use them if it cant see the Kızılelma.
Without AI, Kızılelma will be limited in WVR...
i think he is talking about low RCS and agility, maybe radar could perform similar to F-15C' (with AI-322f, B version)
