It's a quid pro quo. Indian Americans are a powerful and rich lobby (not in terms of number) but certainly in monetary terms. This bill will get bipartisan support.

There is a clear demarcated de facto if not de jure border between Taiwan and China and Chinese planes have been breaching that. Unfortunately, with India there are multiple areas where there aren't demarcated borders. So breaching them isn't as contentious.
