Do you got dimensions of hisar , it's shape is quite different , the nose section is narrow and solid motor is wider .

This may limit a powerful aesa seeker in the nose cone or the rocket motor is too wide for more fuel .

For either of that , it's dimensions need to be compared

Rf seeker variant of Hisar have a different shape than IIR seeker variant of Hisar-O

If it is Hisar O, then there should be just one dual pulse motor.
As you would know a dual pulse motor uses half of fuel in first part of the flight. Then uses the second part of fuel for the final approach to target.
To have 2 dual pulse motors doesn’t make sense!

But naturally long-range air-defense systems will have stages at some point.

Even if it is written as a stage, I do not think that anyone who reads that translation will understand it as a "rocket/missile stage" in terms of sentence integrity because He explain same staged development steps for both Hisar and Siper missiles together. However it would be useful to explain it in a more descriptive way.

"Bunların menzillerini artıracak aşamalandırılmış projelerimiz var. Hisar'ın aşamaları var, Siper Projesi'nin de aşamaları var."

He meant development of Siper missile blocks, not just one Siper missile. He openly stated the diversification of missiles and missile seeker heads. Exmple, Hisar missiles (A+-O+, Rf...) based on range and seeker heads (Siper Block-1,2,3). We will likely see a Siper missile family in different form and range scales.
