not quite, algeria is satisfied with its current borders and isn't trying to expand them, just wants to keep morocco in check

Are the issues between two countries something new like in the cold war and today or has it existed for centuries?

the two regions (separated by the river of molouya) had been at odds since antiquity really, then during the era of decay of the zianids who were in control in algeria (right before the ottoman era), which witnessed many attempts for annexation of the west of algeria, which had been repelled most notable one was the battle of moulouya led by hadj chabane pasha against moulay ismael. its not a new thing, what's new however is the irredentism, anyone who looks back at history knows that there had been periods of contraption and expansion for each of the states (and every state in the world really), so to pick one single era (provided its true anyway) and arbitrarily set it as the reference for all claims, that's new, i mean by that logic might as well giveup all of north africa to italy since the romans have an older claim.
