Fearing Turkish role, France wants international supervision in Nagorno-Karabakh​


France wants international supervision to implement a ceasefire in the Nagorno-Karabakh conflict amid concerns in Paris that Russia and Turkey could strike a deal to cut out Western powers from future peace talks, the presidency said on Thursday.

Moscow co-chairs the Minsk group overseeing the Nagorno-Karabakh dispute with Washington and Paris, but they were not involved in the deal signed by Russia, Armenia and Azerbaijan to end six weeks of fighting over the enclave.

Since the ceasefire, Russia has held talks with Turkey, a key Azerbaijani ally and a harsh critic of the Minsk group, that could lead to Ankara deploying troops to the region.

“The end of the fighting should now allow the resumption of good faith negotiations in order to protect the population of Nagorno-Karabakh and ensure the return of tens of thousands of people who have fled their homes in recent weeks in good security conditions,” President Emmanuel Macron’s office said after calls with the Azerbaijani president and Armenian prime minister.


France’s population includes between 400,000 to 600,000 people of Armenian origin. Macron has been careful not to back a side in the conflict, but has faced criticism at home that he did not do enough to help Yerevan.

“We want the Minsk Group to play its role in defining the surveillance (of the ceasefire),” a French presidential official told reporters.

The source said Paris was pushing for “international supervision” of the ceasefire to allow the return of refugees, organise the return of foreign fighters, especially from Syria, and to start talks on the status of Nagorno-Karabakh.


Relations between France and Turkey have been particularly bad for several months. Paris has accused Ankara of fuelling the crisis in the Caucuses.

“We understand that the Russians are talking to the Turks regarding a possible formula, which we don’t want, that would replicate the Astana (process) to divide their roles in this sensitive region,” the official said.

“We can’t have on one side Minsk and the other Astana. At one point the Russians have to make a choice.”

The Astana forum enabled Russia and Turkey to discuss between them how to handle the Syrian conflict and brush aside Western powers.

France under the failure Macron, could've approached the relations with Turkey very differently, but when someone tries too hard to be noticed, will lose respect from every direction.
Turkey and Turks in general, are going to keep being a huge thorn on France's side as long as France doesn't stop its aggressive rhetoric and its support for terrorist groups.

So, if Russia didn't took Crimea France would continue to supply Russia.
They are probably still supplying, just not the big and eye catching stuff.

Remember "I am closest to myself", so other than their own interests everyone else can go F themselves.

France is geographic position means it's not threatened by anyone because Germany and Britain are among the bunk mates.

So to have these three start going at each other, you need to take away the economy. ( in UK case Ireland and Scotland still poses a problem).

You have to understand that a large part of the French political class is "Russia friendly" and are calling for even more closer relations with Russia,thinking the main threat to Europe is the US actually,not "our friends in Moscow". Many want an Europe from Lisbon to Vladivostok. Even a large part of the population is becoming pro-Russian and anti-US/NATO.

You probably don't know but when sanctions were imposed on Russia and François Hollande decided to stop arm supplies to Russia,it created such an outrage here....

You have to understand that a large part of the French political class is "Russia friendly" and are calling for even more closer relations with Russia,thinking the main threat to Europe is the US actually,not "our friends in Moscow". Many want an Europe from Lisbon to Vladivostok. Even a large part of the population is becoming pro-Russian and anti-US/NATO.

You probably don't know but when sanctions were imposed on Russia and François Hollande decided to stop arm supplies to Russia,it created such an outrage here....

Mind boggling that NATO allowed France to export these technologies to Russia. It's like they want the Russian armored formations to be able to fight during night where they where previously severly lacking in. I guess France doesn't fear a Fulda gap scenario where armored formations would stream into Europe. It would simply use Germany as its strategic depth to launch its ASMP's on these Russian formations on German soil.

I actually can't remember anyone from France, but Napolean who marched his army into the Zhar's lands...

Historically I also believe France has stronger ties to Russia than any other European country.

Common culture has a big role in this. US is the third party in this, and only US interference in WW2 saved western EU from Nazi Germany and Soviet influence.

I do not think the current alliances are going to exist if they do not have a common enemy.

Indeed. The involved French defence companies and political leaders should be sanctioned hard. NATO is sleeping, while traitors within the organisation are helping the enemy...

It turns out that the old Armenian who got "mistreated" by heroic Azeri soldiers is a well-known terrorist. He did participate in the Khojaly massacre. I hope our soldiers have slain him in the most brutal way and shipped his dirty remains back to his terrorist country.

According to the informations I have gathered,"Papik Jan" was expelled from Sumgait after the pogrom there in 1988 then moved to "Artsakh". He moved to Susha in 1995,he lives alone and is partly blind and disabled. He couldn't escape during Azeri's advance.

I think some Azeris are trying to justify the mistreatment of an old civilian with dubious claims. Even if their claims are true it is up to the justice to judge and punish. Soldiers do not and never have the role of judges.

Because Azeris have suffered decades ago doesn't mean they have the right to commit any atrocities (like executing and cutting ears of civilians) on unarmed civilians. That's where the true frontier is between civilized peoples and savages.

No figures on the Azeri side,yet.

Armenia has acknowledged the death of 49 more servicemen,bringing the total toll to 2,474.

Desperate France, undaunted by another humiliation, wants more role to play in Karabagh issue. As if they were the ones who ended the occupation.

I know we are prone to loosing on the table but this time we should never allow for any step-in of another country, including Minsk group.
Azerbaijan's demands such as Turkey or Germany's possible co-chairmanship status was always blocked by current main countries. Kazakhstan was also prevented from entering the delegation by this countries.

Russia is already the first and sole supplier militarily, and political patron of Armenia with its political backround. France also has a historical connection which stretching to the Tashnak terrorist organization. Thus It has never been the case for these states to step against Armenia and encourage it to implement UN resolutions.

With its current position, the Minsk group has always put forward unsoluted situation(1993-2020) as a solution. Also the trial of Armenia for war crimes was blocked with greatly Minsk group's this aproach...

So what happened now? The spoiled child of these states paid heavy price of attacking Tovuz, by losing Karabakh, which Arm. kept under occupation. The struggles or statements like above by France or any others after this heavy loss are just a tragicomic face-saving effort. Because we are not in 1990. All statements that fail to realize the changing geopolitical conditions are discourses that have no counterpart in the field.

Macron announced that they were uncomfortable with Russia's increasing activities in Africa. French-Russian relations are not as good as it seems.
