You are comparing them to NATO countries,check it out all other countries had non specialized(heavy armored) vehicles.
Now the Chinese and Russians also use heavy armored ''transport'' vehicles.

whats a "military looking" vehicle? you don't need armored cabin for long range MLRS with ranges of 300 kms

all the vehicles are on either Kamaz 8x8 or Tatra chassis, and artillery systems such as Dita and B-52 NG have armored cabins and don't require crew to get out of the vehicle.
