The PM & Defense Minister Tariq Rahman visited the Chinese defense industries today and was briefed on different military equipment, including the Y-20 heavy transport aircraft, aircraft carrier, and various surface-to-surface & surface-to-air missile systems.

Among the key achievements of the Prime Minister's visit to China are the launch of a strategic dialogue at the foreign minister level and the exploration of a "2+2" dialogue mechanism covering diplomacy and defence.

"We have not taken any decision yet (regarding "2+2" dialogue mechanism). It's still at the exploration stage...we will explore it," said Foreign Minister Dr Khalilur while responding to a question.

The "2+2" dialogue mechanism, typically a high-level format involving the foreign and defence ministers of both countries, was once a signature diplomatic tool of Western nations but is now actively utilised by China to strengthen strategic partnerships. Beijing uses this framework to deepen regional security cooperation, safeguard political systems, and coordinate diplomatic responses to external pressures.

Bangladesh has decided to join the World Artificial Intelligence Cooperation Organization (WAICO) initially as an Observer. Headquartered in Shanghai, WAICO is an inter-governmental organization which was formed on July 16, 2026.

The government will purchase electricity generated from waste at Aminbazar in Dhaka from a Chinese company at Tk 25 a unit, state minister for local government, rural development and cooperatives Mir Shahe Alam has said.

He made the disclosure while speaking to reporters after a meeting between LGRD and cooperatives affairs minister Abdul Moyeen Khan and Chinese ambassador to Bangladesh Yao Wen, who paid a courtesy call on the minister at the secretariat in Dhaka on Thursday.

According to the state minister, the project will have a generation capacity of 42MW and is expected to begin generation within 18 months.

He said that electricity generated from waste at the Aminbazar landfill, which is managed by Dhaka North City Corporation, could be supplied to the national grid by August or September 2028.

Although the price of electricity may appear relatively high, the project will help address a major waste management problem in Dhaka, Mir Shahe Alam said.

The Bangladesh government will not have to make any investment in the project, he said.

‘Garbage and waste are a major burden for our nation and Dhaka city. The price may seem high. But considering the environmental benefits and carbon credits, the cost will be recovered in other ways,’ Shahe Alam said.

The project will also produce organic fertiliser while processing waste, he said. The investor will pay the city corporation monthly rent for using the landfill, he added.

The state minister said that an initiative had also been taken to generate electricity from waste accumulated at the landfill of Dhaka South City Corporation.

The landfill has the potential to generate 40-50MW of electricity, he said, adding that an initiative had been taken to contact Chinese company PowerChina in this regard.

To meet growing transport demand and support Bangladesh's future economic and social development, the Roads and Highways Department (RHD) is preparing a new masterplan for the country's trunk highway network with a grant from China.

The plan will place particular emphasis on developing an expressway network and identifying major river-crossing bridges needed to strengthen connectivity.

To this end, the RHD is undertaking a technical assistance project titled "Preparation of Bangladesh Trunk Highway Network Plan Focusing on the Expressway Network and Major River Crossing Bridges" at a cost of Tk12.35 crore.

The entire cost will be financed through a grant from the Chinese government.

The masterplan is expected to be completed by October next year. The project proposal has recently been sent to the Planning Commission for approval.

According to RHD officials, a key component of the project will be designing a national expressway network connecting major economic centres, cities, industrial zones and ports.

The plan will also identify and prioritise major river-crossing bridges required to ensure national and regional connectivity.

It will also establish priorities and a phased implementation strategy for road and bridge development projects. This will determine which projects should be implemented in the short, medium and long term, with the aim of making investments more effective.

Officials and experts believe the plan could help reduce logistics costs, boost trade and investment, and strengthen regional connectivity. It is also expected to contribute to achieving the Sustainable Development Goals and supporting Bangladesh's LDC graduation.

From broad road plan to strategic trunk network

RHD officials said the department previously implemented a similar project. The experience and outcomes of that project will inform the preparation of the new plan.

However, officials said the previous road masterplan and the proposed trunk highway network plan differ significantly in their objectives, structure and implementation strategy.

The previous masterplan, with financial support from the ADB, was a broad strategic document aimed at the overall development of the national road network, with a focus on improving and expanding the capacity of roads across different classifications.

The new plan, by contrast, will focus more specifically on connecting the country's major economic corridors, including ports, industrial zones and regional growth centres.

Another key feature of the new plan is its focus on expressways and high-speed roads as a central development priority. While the issue received limited attention in the previous masterplan, the new proposal focuses on establishing a controlled-access expressway network to facilitate faster and more seamless movement.

Major river-crossing bridges will also be treated as an integrated part of the network. While bridges in the previous masterplan were generally considered on a project-by-project basis.

Addressing connectivity gaps

According to the project proposal, the lack of an integrated transport database and planning has led to fragmented highway development, while inconsistent technical standards and weak long-term planning contributed to uneven infrastructure quality.

With economic growth, urbanisation and traffic volumes increasing, the RHD is implementing several road expansion and upgrading projects. But the country still lacks what the proposal describes as a unified, data-driven strategy for its trunk road network.

The proposed plan is intended to address that gap by developing a national-level framework centred on expressways, major bridges and strategic economic corridors.

The Chinese technical assistance will provide international expertise for developing the strategic plan. The proposal says the initiative follows exchanges between Bangladesh and China under agreements signed in November 2019 and June 2021. China's support for the highway network planning was formally reaffirmed on 26 June 2025.


DHAKA, Sept 16, 2026 (BSS) - China's renowned Julong Group has expressed interest in investing in Bangladesh's shipbuilding sector. Julong Group Chairman Bin Wang met State Minister for the Ministry of
Shipping Md Razib Ahsan at his office today and discussed the investment proposal.

The meeting discussed various aspects of modern vessel construction in Bangladesh and development of the maritime sector.

During the meeting, Julong Group Chairman Bin Wang said his company wants to build various types of modern vessels and ships in Bangladesh by utilizing the country's geographical location and skilled workforce.

"The group has a long-term goal of meeting domestic demand with internationally standard vessels produced in Bangladesh and exporting them to different countries around the world," he said.

Welcoming the Chinese investment proposal, the state minister said Bangladesh government is creating an excellent and business-friendly environment for foreign investors.

"China's decision to invest in the shipbuilding industry is very timely," he said.

He also assured that the government would provide all necessary support, including policy and administrative assistance, for the initiative to build internationally standard ships in Bangladesh and export them abroad.

Senior officials of the ministry were present at the meeting.
