The commerce ministry today gave go-ahead to 52 companies to export 2,080 tonnes of hilsa fish to India by October 10 this year, as the Indian government wanted this special variety of fish from Bangladesh ahead of the Durga Puja, a religious festival for Hindu people.

"We have selected 52 local companies to ship 40 tonnes of hilsha each to India as they qualified for exporting the fish," said Commerce Secretary Tapan Kanti Ghosh over phone.

"It is one kind of diplomatic move by the government as every year Bangladesh sends hilsha fish to India before the Durga Puja," Ghosh said.

Last year, Bangladesh exported almost the same quantity of hilsha fish to India before the Durga Puja, he said.

The demand for hilsha fish is very high among the people of Bangladesh and India's West Bengal for its special flavour. So, every year the Indian government urges Bangladesh to send hilsha fish to India ahead of the Puja.

West Bengal Fish Importers' Association has urged the Bangladesh government to resume exporting hilsa to India once the ban on fishing ends.

As the first few consignments of hilsa reached markets in West Bengal in the last few days, the Association Secretary Syed Anwar Maqsood spoke to Bangladesh High Commissioner in New Delhi on Thursday to convey to the authorities in Dhaka to facilitate the export of the entire consignment of 4,500 tonnes of the fish, reports our New Delhi correspondent.

Bangladesh and Indian importers are of the view that it would be very difficult to complete the cross-border trade of hilsa in the next nine to ten days, said Maqsood.

The realistic assessment is that only 600 tonnes of hilsa could be imported in the next ten days, which means the remaining around 4,000 tonnes export target would remain unfulfilled, he added.

It takes time to get the sanitary import permit to bring hilsa from across the border because the permits are issued against the names of exporting entities, said the association secretary.

The first hilsa consignment reached Kolkata markets last Thursday.

Unlike last year, when the average weight of the imported fish was higher, the average weight of hilsa from Bangladesh this time ranges from 800 g to 1.5 kg with a price tag between Rs 1,200 to Rs 1,600.

Bangladesh Railway (BR) today signed a contract with an Indian joint venture firm for preparatory work on Sirajganj-Bogura Rail Link Project.

Under the Tk 97.56 crore contract, the firm led by RITES Ltd of India will work for updating the project's feasibility study, detailed design, and preparing tender documents.

They will also provide construction subversion services when the physical work of the project will start.

Representatives of BR and the Indian joint venture firm signed the contract in presence of Railways Minister Nurul Islam Sujan and Indian High Commissioner to Bangladesh Vikram K Doraiswami at Dhaka's Rail Bhaban.

BR is implementing Tk 5,579.70 crore project to establish 86km direct link between Sirajganj and Bogura.

India and Bangladesh have mutually decided to increase the frequency of flights under the Air Bubble arrangement from 7 to 21 per week per country.

The decision, which is expected to benefit the passengers travelling for medical and business purposes, will take effect on October 15.

On August 28, the Indian Civil Aviation ministry in a statement said that flight operations between the two countries may resume from September 3 under the air bubble agreement.


Bangladesh is working to set up good land connectivity with the northeastern part of India’s Seven Sisters - an administrative division of India comprising eight states.

To this end at least seven land ports are being set up with Assam, Meghalaya and Tripura.

Already Bangladesh has five land ports with Tripura, Meghalaya and Assam of India. Among them, Nakugaon and Tamabil land ports connect Bangladesh with Meghalaya; Akhaura and Bibirbazar land ports connect Bangladesh with Tripura; and Sonahat land port connects with Dhubri in Assam.

According to Bangladesh Land Port Authority officials, the upcoming land ports with India will boost trade, commerce and connectivity with Seven Sisters states, especially with Assam, Tripura and Meghalaya.

Khalid Mahmud Chowdhury, state minister for Shipping, on Thursday told Dhaka Tribune: “These land ports will boost our regional connectivity, trade and commerce.”

“Prime Minister Sheikh Hasina formed the Land Port Authority in 2001 when she was prime minister in her first term. Before that we did not officially have any land port, we only had some duty collection stations,” the state minister added.

Khalid said: “Our aim is to boost secure and disciplined business with neighbouring countries. When the construction work of these land ports is completed it will help develop our national economy.”

Replying to a question, the minister said: “India will also benefit from these land ports. Also, these land ports will strengthen our friendship with the neighbouring country.”

The new land ports will benefit India very much because the northeastern part of India is geographically difficult for other Indian states to reach.

So, if India gets transshipment through these land ports from Bangladesh in future, it will boost the development of India’s Seven Sisters states

Bangladesh will also benefit from these land ports by exporting daily necessities and goods.

Locations of the 7 ports

Construction work of all of the above-mentioned land ports is currently underway and the construction process has gained momentum recently, according to the officials.

Officials say Belonia land port will connect Bangladesh’s Feni district with the Belonia district of Tripura.

The Sheola land port will connect Sylhet’s Beanibazar with Sutarkandi area of Karimganj district of Assam.

Balla land port of Chunarughat of Habiganj will connect with Paharmura in Khowai district of Tripura.

Bholaganj land port will connect Companiganj upazila of Sylhet with Cherapunji of Meghalaya.

Gobrakura-Koroitoli land port of Haluaghat of Mymensingh will connect Gasuapara of Meghalaya with Bangladesh.

Dhanua Kamalpur land port will connect Jamalpur with Mahendraganj of Ampati district in Meghalaya.

Ramgarh land port of Khagrachari will connect with Sabrum of Tripura.

In addition, Tegamukh land port of Barkal, Rangamati will connect Mizoram of India with Bangladesh but this land port’s construction has been halted due to political instability in the region, said officials on condition of anonymity.

Sources said that both Bangladesh and India had agreed to strengthen connectivity with the northeastern part of India after discussions at several high-level meetings.

Guwahati: Chief of Defence Staff General Bipin Rawat today said that China's ambitions and aspirations to global power presented an "omnipresent danger" to stability in South Asia.

China is making "huge" inroads in South Asia and in the Indian Ocean region to strengthen its position as an emerging global power, he said, while delivering the first Ravi Kant Singh Memorial Lecture here.

"Of late, we are witnessing a geo-strategic competition and huge investment by China in the region to create a favourable posture to provide sufficient security to its interests," he said.

Bangladesh and Myanmar have been the largest recipients of Chinese military aid in the recent past, along with significant investments in Nepal, Sri Lanka and Maldives "to gain strategic foothold (in the region)", he said.

He added that China's foray into Myanmar and Bangladesh are not in India's national interest as these are attempts to "engulf India".

"There exists an omnipresent danger of regional strategic instability," Mr Rawat said, adding that it has the potential of "threatening India's territorial integrity and strategic importance".

The General also said Pakistan's state-sponsored terrorism as well as by non-state actors against India is a stumbling block to peace process between the two countries.

He described the "partnership" between Pakistan and China on a range of issues, from China providing military hardware to Pakistan and supporting it in international fora, as an "anti-India nexus".

Later, addressing a press conference, the Chief of Defence Staff said border issues with China have to be viewed in their totality and not as issues pertaining to the Ladakh sector or Northeastern states.

"In 2020, there was a little bit of problem (between India and China). Issues are being resolved with talks at different levels, from military to political level," he said.

Mr Rawat also said such issues have cropped up in the past too between the two neighbours but have been resolved.

"There are suspicions between the two countries, and hence, it takes time to resolve the issues. The people must have faith and confidence in the system and the armed forces," he added.

He said as a measure to counter China's influence in the region, India has to step up its engagement in neighbouring countries.

He said, "Chinese have a habit of using money power to gain popularity in a country. But as our Prime Minister has given a clarion call, we believe in security and growth for all."

"We have to tell our neighbours that we are here as permanent friends and engage with them on equal terms and we consider all neighbours as equal partners in development," he added.

Mr Rawat also emphasised on the need to exploit cultural linkages with neighbouring countries to strengthen ties.

On the country's defence preparedness, Mr Rawat said, "We are standing strong."

He said there is adequate defence and arms systems at India's disposal, and the government has allowed the armed forces to procure needed armaments by invoking emergency powers.

"No questions are being asked (by the government) as long as our security mechanism improves," he added.

Commenting on the recent violence against security forces as well as civilians in Jammu and Kashmir, Mr Rawat said, "Our western adversary is indulging in a proxy war with us. They will do anything to disturb peace in Jammu and Kashmir."

He also said the killings in Jammu & Kashmir were an attempt by the neighbouring country to spread fear among the people. "We should not fear them or fall prey to such traps," he said, adding that any possible exodus of people from J&K should be stopped.

To counter Pakistan's designs, the Chief of Defence Staff said the intelligence network is being strengthened.

Mr Rawat added that the freedom of movement that people in Jammu & Kashmir were starting to enjoy in recent times may be disrupted due to the current situation and urged for people's cooperation in tackling the situation.

Bangladesh and India have expressed satisfaction with the progress in implementing the projects taken under the Indian Lines of Credit (LOCs) extended to Bangladesh as 14 such projects have been completed so far.

Delegations from the two countries met at the 19th India-Bangladesh LOC Review Meeting in Dhaka on 27-28 October to review the progress of 43 projects taken under the Indian LOC, said a press release from the High Commission of India in Dhaka.

Sridharan Madhusudhanan, joint secretary (DPA-I) at India's Ministry of External Affairs led the Indian delegation, while Md Shahriar Kader Siddiky, additional secretary at Economic Relations Division (ERD) under the Ministry of Finance, Bangladesh, led the Bangladesh delegation at the meeting.

Representatives of Indian companies executing the LOC projects in Bangladesh also participated in the meeting.

Bangladesh is the largest development partner under India's LOC programme, with four LOCs worth $7.862 billion extended to Bangladesh for undertaking important infrastructure development projects in a wide array of sectors. Total disbursements as of 25 October, 2021 were approximately $865 million.

Under the first LOC of $862 million, 12 out of 15 projects have already been completed and three projects are under execution. Under the second LOC of $2 billion, two projects are already complete and the other projects are under various stages of implementation.

Under the third LOC of $4.5 billion, one project has reached execution stage, while the other projects are under various stages of development project proposal (DPP) finalisation and tendering.

There is considerable improvement in the speed of projects reaching execution and tendering stage which has been made possible with active cooperation of the project-executing agencies of both sides and with the extensive coordination efforts between the ERD and the Indian High Commission.

With award of more than $990.85 million worth of contracts under the Indian LOCs during the past three years, and another $325.58 million being finalised within the next few months, the utilisation rate of LOCs is set to increase significantly in the near future, said the press release.

During the LOC Review Meeting, the two delegation heads appreciated the fact that all stakeholders on LOC projects are in constant touch, hold frequent and detailed review meetings and are making all efforts for the expeditious execution of projects.

A detailed discussion was held, line Ministry-wise, to review project progress. Existing issues with project implementation and possible resolution mechanisms were identified. Detailed time lines were determined for all steps involved in project implementation.

Both sides agreed that the LOC review mechanism is an ideal platform to monitor the progress of projects, understand and remove procedural bottlenecks and ensure timely implementation.

The successful implementation of projects under India's LOCs and the continuous engagement of the two countries on ongoing and proposed projects underline the commitment of both sides for creating new opportunities for shared development of the region and mutual benefit.

Both delegation heads recalled that the importance of bilateral co-operation between India and Bangladesh, utilising the LOCs, was highlighted by the prime minister of India during the virtual summit held with Prime Minister Sheikh Hasina on 17 December, 2020.

Prior to the LOC Review Meeting, the Indian delegation comprising MEA officials from Delhi, High Commission of India officials and Exim Bank of India officials visited the LOC project site for the Power Evacuation facilities of the Rooppur Nuclear Power plant, the Ashuganj Inland River Port project site as well as the Ashuganj-Sarail-Dharkhar-Akhaura Road project site on 25-26 October 2021.

The delegation met all the stakeholders involved in project implementation and in-depth discussions were held to review project progress and resolve the impediments to project progress.

It was agreed that the 20th Bilateral LOC Review Meeting would be held in Delhi in April 2021.

Bangladesh's exports to India increased by 65% to $700 million year-on-year in the first four months of the current 2021-22 fiscal year.

With this, the neighbouring country has entered the list of the top six export destinations of Bangladesh.

If the growth continues at the current pace, the country's export income from the largest economy in the South Asia region will exceed $2 billion for the first time this year, according to exporters as well as officials of the Export Promotion Bureau (EPB).

In FY21, the country's exports to India crossed the $1 billion mark for the first time and stood at $1.28 billion.

Meanwhile, Bangladesh's exports to its largest market, the United States of America (USA) – a destination for one-fifth of the country's total exports – grew by more than 35% in July-October this year. Exports growth to other major destinations in Europe, including Germany and the United Kingdom (UK), also saw marked growth during the period.

Riding on this strong growth trajectory, the export receipts surpassed the $3.46 billion target set for the month of October by 36.5% while the year-on-year growth in the month was a whopping 60.37%.

The Ministry of Commerce has set an export target of $43.5 billion for the current financial year. Exports in the four months to October stood at $15.7 billion, which is 13.33% more than the four-month target.

Exporters are expecting high growth in the export of goods to these countries in the coming days as the economies there are turning around overcoming the shocks induced by the Covid-19 pandemic.

EPB Vice Chairman AHM Ahsan told The Business Standard that exports of major products to major markets have increased in recent months, thanks to an improvement in Covid situation across the world coupled with various government initiatives to diversify export products and markets.

"Hopefully, this trend will continue in the future," he said.

Abul Matlub Ahmad, president of the Bangladesh-India Chamber of Commerce and Industries, told TBS that Bangladesh's exports to India would touch the $2 billion milestone in the current financial year if the current trend of growth continues.

Mentioning that India is one of the largest importers in the world, he said Bangladeshi exporters are benefiting from the export of various new products including ready-made garments and food products to the country. Exports of jute and leather and leather products are also increasing this year, he continued.

Matlub Ahmad also said Bangladeshi exporters are focusing on India outside the conventional markets, including the United States and the European Union, to take advantage of India's duty-free access facility to all but 25 products.

Lower shipping charges is another major reason for the increase in exports to India, he said.

"Shipping charges have tripled internationally due to the pandemic. As Bangladesh has a land border with India, Indian importers are being encouraged to import from Bangladesh to reduce this extra cost. Due to this, exports to India are growing at higher rates than to other countries," he added.

The former president of the Federation of Bangladesh Chambers of Commerce and Industries (FBCCI) further said that the main reason for Bangladesh's high export growth to European countries and the United States is the ongoing US-China trade war.

"The breaking down of international shipping and logistics chains is also hurting China's exports to Western countries, which is benefiting Bangladesh. This will continue in the future," he said.

Major products have been the key to rising exports to India

According to the EPB, the 64.7% growth in the country's exports to India – with which Bangladesh has an annual trade deficit to the tune of $5 billion – during the July-October period was the highest when compared to growths in export income from other markets in the list of top 20 export destinations.

Bangladesh's exports to India against its total exports were 3.31% during the July-October period of last fiscal year. The figure has increased to 4.44% during the corresponding period this year.

The EPB has not yet prepared product-wise export data for October. However, an analysis of the export data to India for three months till September shows that the high export growth there was mainly driven by an increase in exports of the major export products – such as woven and knitwear, jute and jute products, cotton and cotton products, plastics, and leather and leather products.

Especially, the approval to export wet blue (wet leather tanned with chrome salts) during Eid-ul-Azha and a crisis of jute in both the countries caused significant growths in exports of these two items during the period, according to people concerned.

Growing US market

Bangladesh earned about $800 more in export receipts from the US in July-October this year when compared to the same period a year ago. As a result, Bangladesh's exports to its largest export market exceeded $3 billion in just four months.

Bangladesh earned less than 18% of its export income from the US during the first four months of last fiscal, but the figure stood at 19.5% during the corresponding period this year.

Bangladesh's exports to the US had taken a heat from the Covid-19 pandemic. Despite a drop in exports in the previous fiscal year, the growth rate in exports to the United States in the last fiscal year was less than 6%. However, since the US economy turned around after the epidemic, exports of caps, home textiles, and crustaceans have been growing at a high rate alongside woven and knitwear.

Consolidating grip on Europe

After the US, Germany, the UK, Spain, and France were the top four export markets for Bangladesh during July-October this year. Exports to all of these four countries saw double-digit growths in the four months and the highest 13.28% growth was to Germany.

Among the European countries in the top 20 export markets, the lowest growth was in Italy, at 5.43%.

Among European countries, Poland, the Netherlands and Spain have seen the highest growth in imports from Bangladesh in the current financial year. Bangladesh's exports to Poland increased by 31% year-on-year in July-October this year while those to the Netherlands and Spain were 27% and 22.53%, respectively.

Benefit of duty-free access to Chinese market

Dhaka has also started reaping the benefits of duty-free export of 97% of its products to China, the largest economy in Asia. Bangladesh's exports to the country grew by 11.94% year-on-year in July-October this year.

During the period, exports to Japan also grew by more than 13%.

Among Asian countries, Bangladesh's exports to the United Arab Emirates almost doubled to $210 million.

Exports to Russia rose by a quarter to $207 million.

New markets show promise

An analysis of EPB data shows growth has been achieved in 19 of the 20 major markets of Bangladesh during July-October. During the period, exports growth was negative only to Turkey where Bangladesh's exports fell by almost 50% to $103 million.

EPB officials said the export growth was higher in non-conventional markets than in the conventional ones. Exports to non-conventional markets outside the top 20 export markets increased by 39.42%.

Exports to the new market stood at $1.38 billion in July-October last year, which have increased to $1.93 billion this year.

What exporters want

Md Shahidullah Azim, vice-president of the Bangladesh Garment Manufacturers and Exporters Association (BGMEA), said, "Our exports have witnessed a strong growth as many work orders are shifting to us from our competitor countries because of export disruptions in Vietnam and India, owing to Covid-19 and political instability in Myanmar and increased production cost in China."

"We still have enough orders coming in," he said, adding, "But, in order to utilise it, it is necessary to increase the single-borrower exposure limit to 20% in the case of providing bank loans to readymade garment exporters."

He also emphasised the need for developing port infrastructure.

"Imports have gone up due to increase in prices of various raw materials including woven fabrics. It is not possible to import raw materials as per the export orders as the exposure limit has not been increased," he added.

India's Tata Projects Ltd on Thursday said that the company has secured a deal with Power Grid Company of Bangladesh (PGCB) for a 400 KV double circuit transmission line project.

The the120-km length project, stretching from Barapukuria to Bogura has been secured on a turnkey basis and is valued at approximately Tk1041.50 crore (Rs900 crore), reports The Economic Times.

Tata Projects, in a statement, said that the project will be executed in 30-months and funding shall be done by EXIM Bank India under the Indian Line of Credit.

According to the statement, the transmission line will result in an expansion of high voltage transmission infrastructure in the northern parts of Bangladesh.

It will also facilitate 1600 MW power transmission from Power Plant based in Jharkhand to Bangladesh, the statement added.

Indian President Ram Nath Kovind will attend the Victory Day celebrations here on 16 December apart from his other key engagements.

President Kovind will be visiting Bangladesh at the invitation of his Bangladesh counterpart Abdul Hamid.

Foreign Minister Dr AK Abdul Momen confirmed the Indian President's visit to Bangladesh. Bangladesh is also expecting a high-level participation from Bhutan.

This will be the first visit by the 14th president of India to Bangladesh. He was sworn in on 25 July, 2017.

Bangladesh is celebrating the Golden Jubilee of its Independence and the birth centenary of Father of the Nation Bangabandhu Sheikh Mujibur Rahman.

The two countries also decided to commemorate December 6 as Maitri Diwas (Friendship Day), the day when India recognized Bangladesh in 1971.

Bangladesh and India are working together eyeing two mega events next month - Maitri Diwas and Victory Day of Bangladesh - on 6 December and 16 December respectively with exchange of high-level visits, officials said.

On 26 to 27 March, Indian Prime Minister Narendra Modi paid a state visit to Bangladesh to join the celebrations of the Golden Jubilee of the Independence of Bangladesh, the birth centenary of Father of the Nation Bangabandhu Sheikh Mujibur Rahman and 50 years of establishment of diplomatic relations between India and Bangladesh.

The visit symbolized the partnership of half a century between Bangladesh and India that has strengthened, matured and evolved as a model for bilateral relations for the entire region, both sides recognized.

India's Tata Steel has executed a blockchain-enabled paperless export order with a major steel-based company in Bangladesh, making this the first such deal executed between an Indian company and counterparty in Bangladesh.

The transaction was facilitated by Standard Chartered India and was conducted on Contour's blockchain trade platform on Wednesday, reports Livemint.

It will enable banks, corporates, and other trade partners across the world to transact with each other.

According to Tata Steel, the seamless transmission of LC and e-presentation of document between the two different banks at both ends via the platform under three hours is a testament to reduced paperwork and time and increased operational efficiency brought about by this solution.

Tata Steel Vice-president (flat products) Rajeev Singhal said, "We are glad and more confident now that we have executed the first multi-bank blockchain-enabled trade. The technology along with the pivoting efforts of Tata Steel provides efficiency and agility in enabling a better customer interface."

The integrated solution using blockchain technology allows all parties involved in the transaction to communicate on a single platform in real-time.

"It aims to reduce processing time by digitising the entire LC process and eliminating the operational inefficiencies as compared to traditional paper-intensive process of LCs. Further, this technology also enhances the safety of transactions. The information can be shared only with other authorised members on the network and is immutable, reducing the risk of data manipulation and fraud while increasing transparency for all parties involved in the transaction," said a press release from Tata Steel.
