The issue regarding OP story is any country can check for themselves by remote sensing, the size and number of these facilities and likely how many people they hold.

If the estimate is indeed around 1 million people or similar to that, obviously that was a big sustained operation in short period of time (just a few years back PRC denied these facilities even existed)....no way it could have been done in some legal civilised process affording citizen's rights and defense.
