More info came about Peru’s 60 million$ first batch APC program.

“The Purchasing Agency reiterates that the Peruvian Army must reformulate the Technical Study for the purchase of 8x8 armored vehicles

The Armed Forces Procurement Agency (ACFFAA) issued a new report indicating to the Peruvian Army that it must reformulate the Technical Operational Study (ETO) of the 8x8 armored vehicles program due to the incorrect application by the Technical Operational Study Committee (CETO)…

The document, issued last October 31, is forceful and concludes that "in consideration of the irremediable deficiencies, which affect the fundamental principles of public procurement, it is necessary to reformulate the ETO with new rules for the present procurement". Several specialists consulted by defensa.com indicate that if the ETO is not reformulated, it is most likely that the 8x8 Armored Vehicles Acquisition Process would be declared "null" and would be called again in 2024.”

Per the piece, Norinco, Hanwha, FNSS and GDLS were not included in the technical and economic evaluations without any reason stated. Their protests were also left unanswered and GDLS didn’t even get a reply.

“On the other hand, the information confirms that Otokar, with ARMA, obtained the first place in the Order of Preference, with 86.06 points and a proposal valued at US$ 63.32 million, exceeding the referential value of 60 million… The second place, as shown in the attached table, was occupied by Yugoimport SDPR with the LAZAR III with 85.27 points and a proposal for US$ 58.11 million. Hyundai Rotem with the K808, nicknamed White Tiger, scored 54.35 points with a proposal of $77.9 million, while Excalibur Corporation with the Pandur II obtained 45.06 points with a proposal of $105.18 million.

From the analysis of the Evaluation and Qualification Factors established in the "Definitive Rules of the Process" - which, as we reported, should be reasonable and congruent with the purpose of the contract - it is confirmed that the CETO qualified only some of the Minimum Technical Requirements (MTR) and gave a disproportionate score to the technical improvements, in contravention of the regulations in force for State Contracting Processes. Thus, for example, in the Technical Evaluation, Yugoimport SDPR came first with 18.17 points, while Otokar was relegated to second place with 12.7 points, followed by Hyundai Rotem with 5.65 points and Excalibur with 2.43 points.


Surprisingly, in the Operational Evaluation, which was decisive in determining the Order of Preference, Otokar obtained 18 points for including in its proposal, among other factors, a Ballistic and Anti-Mine Protection Level STANAG IV, and accrediting the vehicle's experience in military operations and the number of units, on the same platform, in service in other countries. On the other hand, Yugoimport SDPR obtained only 7.6 points.

This despite the fact that it offered a Ballistic Protection, STANAG Level III as indicated in the RTMs, and duly accredited the Experience in Military Operations and number of units in service, factors that were rated with zero points.”

Interesting tender to say the least. We got some nice figures though. Adding the table from the piece as well.
😁 didn‘t expect anything better from K808. ROK Army purchased a mediocre cheap APC without RCWS and „good enough“ armor protection.

I mean, if Otokar can sell Arma 8x8 with STANAG IV level protection (both balistic and mine) for $2 millions only, this is more than nice. Actually, this sounds fantastic.

I wonder if you are surprised by how low K808 and Pandur ii scored in the order of preference.
I don’t fully buy these evaluation scores and we don’t have a table for what’s what so too early to come to conclusions. K808 being so lower than Lazar is interesting to say the least but Pandur pricing makes sense.

Our shipyard Dearsan Shipyard has signed a contract with Tanzanian Ministry of Transport for:

• A 3000 DWT Wagon Ferry (MWANZA)
• A 3500 DWT Wagon Ferry (KİGOMA)
• Along with a shipyard construction project with a 5000-ton lifting capacity slipway.

We wish these agreements to be beneficial for our country.
Not a direct defence industry product related export. But building a shipyards enables the possibility.

Tanzania is willing to upgrade its Navy, and guess who might seal another deal for a dozen of New Type Patrol Boat.

Azerbaijan buys Barak MX air defence system from Israel​

Azerbaijan has decided to purchase additional Israeli-made Barak MX air defence systems from Israel in a USD 1.2 billion deal.

As reported by Defence Industry Europe some months ago, Israel Aerospace Industries (IAI) performed a successful demonstration of the Barak MX systems in Azerbaijan.

Israel is a major supplier of defence systems to Azerbaijan. These were heavily used in the conflict with Armenia, which has recently intensified.

According to the official Azeri report, the test included a multi-launch of the interceptor of the different versions of this very advanced system.

The sources added that some versions of the IAI air defence system have been operational in Azerbaijan for some years, but the recent demonstration included some of the latest upgraded versions.

The Israeli air defence system has, in recent years, become a very popular item in the shopping lists of countries that face threats from neighbouring enemies.

Barak MX is a modular air defence system and is designed to address missile and aircraft threats. It operates both on marine platforms and land and belongs to the Barak missile family.

The Barak MX system is capable of simple integration with any existing legacy or new sensors.

The Barak MX Land Deployable system is capable of simple integration with any existing legacy or new sensors.

All Barak MX Land Deployable components (BMC, Launchers with interceptors, and Radars) can be operated from permanent infrastructure or can be truck-mounted and deployed to temporal operational sites.

According to IAI, Barak MX’s innovative, software-based modular approach offers exceptional flexibility in operation and power build-up and ensures simple adaptation to future threats, making it one of the most powerful, all-weather, day-and-night solutions for today’s most challenging threats.




That is a massive order folks. (If all of it for air defence purchase only) Azerbaijan is buying at least 4 batteries of Barak 8 MX. (Possibly 5x. Previously, Morocco ordered 2x batteries for $500 millions)

IAI did not specify the customer so I don't know where that website brought their sources from. The value of the deal between IAI, and Morocco was not specified. The same applies to the cost per battery. However, we know from deals from the past that the cost of each battery would be somewhere between 100-250 million USD.

The same applies to the cost per battery. However, we know from deals from the past that the cost of each battery would be somewhere between 100-250 million USD.

The source is Arie Egozi, who is a reputable defence industry reporter from Israel.

2 months ago he reported about the demonstration of Barak MX in Azerbaijan, adding that it would lead to a contract soon:

“The recent demonstration of the Israel Aerospace Industries' (IAI) Barak MX air defence system in Azerbaijan will soon result in additional orders for this advanced air defence system, according to Israeli sources.”



Of course IAI did not specify the customer, as is the case with contracts involving Azerbaijan.

Back in 2012, IAI announced a $1.6 billion contract with an “unnamed country”. Weeks later it was revealed to be Azerbaijan:

Walid Abukhaled, CEO of Saudi Arabia Military Industries (SAMI), pointed to a recent deal with Turkey's Baykar Technology to first directly purchase the company's Bayraktar Akinci drones, but then domestically produce them in the kingdom beginning in 2026.

That would make sense, everybody these days wants domestic industry participation in big contracts.

I will not make differences, they made a deal with China in 2017, 6 years later nothing. They made additional deal with Turkish companies, will we make differences? Time will tell us, but i don't expect much :D .

service sustainability & feedback to improve "like patriot in gulf war & now" is as effective as image especially for low-budget countries which happen to be the largest share from all drone operators & the most important factor in success of sales

BAYKAR rapidly continues its export activities for AKINCI TİHA. AKINCI TİHA, produced for Ethiopia, was viewed for the first time. So far, 8 countries have signed contracts for the supply of AKINCI TİHA.

BAYKAR, which has become a world giant in the field of unmanned aerial vehicles, continues its export activities of Bayraktar TB2 and Bayraktar AKINCI type UCAVs. BAYKAR, which has signed contracts for the export of Bayraktar TB2 with 32 countries and AKINCI TİHA with 8 countries so far, has exported to 33 countries in total.



Among the countries that prefer Bayraktar AKINCI TİHA; It was previously reflected in open sources that Kyrgyzstan, Azerbaijan, Pakistan and Saudi Arabia are included. In addition to these countries, it was learned that Ethiopia also supplied AKINCI TİHA. AKINCI TİHA , produced for Ethiopia , was viewed for the first time.

The 40th serial production AKINCI TİHA (S40) will be delivered to Ethiopia. While it remains unclear how many units Ethiopia will supply in total, the East African country has also previously supplied Bayraktar TB2 UCAVs.

Teaching an army to use the weapon won't matter much if that army uses that weapon to do dumb shit.
