So this is indeed happening. 2 Istanbul bridges and 10 highways to be privatized for 30 years. These are all infrastructure that was paid and built by public funds and our taxes paid for their construction and operation for decades. Now we will be asked to pay exorbitantly increased fees to use them, when on the contrary they should be free to use. That is because the government is preparing for another election and they need nice hot cash they can get tomorrow instead of over the next decade.

You want to take opportunity of the changes taking place in the economy and technology fields. You want to increase spending in technology and want to increase your technology self sufficiency of 82-83 % of today to 95+ %. It is a good time to make use of your assets when they can rake a good amount now and make your investments at once. In the process we can more likely than not move out of the middle income trap and be called rich once the plans are all implemented. Otherwise the budget deficit is already under 3% and you could do smaller things within a couple point increase in the deficit.
