There is really nothing concrete on the agreements so far that i've seen, apart from the 7 day visa free travel for islands. Nothing is binding, there is nothing to bind. But no mention of third countries or EU, which would be good if we can keep this between us.

Greece - Turkey: Text of the Athens Declaration
The leaders of Greece and Turkey signed today in Athens a declaration on friendship and good neighbourly relations in order to strengthen the positive agenda between them.
Greece and Turkey undertake to "refrain from any statement, initiative or action that could jeopardise the maintenance of peace and stability in their region".
At the same time, they underline that "they will endeavour to resolve amicably any dispute arising between them by direct consultations between them or by other means of mutual choice, as provided for in the Charter of the United Nations".

Athens Declaration of Friendship and Good Neighbourly Relations
The President of the Republic of Turkey, H.E. Recep Tayyip Erdoğan and the Prime Minister of the Hellenic Republic, H.E. Kyriakos Mitsotakis, representing their Governments (collectively referred to as the "Parties"), presided over the 5th meeting of the High Cooperation Council between the Republic of Turkey and the Hellenic Republic in Athens on 7 December 2023 in a spirit of goodwill and cooperation
1. Recognising the renewed will for cooperation between the governments of the two countries
2. underlining that the ties between the two neighbouring countries have the potential to significantly enhance the prosperity and dynamism of the region
3. Emphasising the need to continue to work jointly for the benefit of both communities in an atmosphere of friendship and mutual trust
4. Seeking to intensify bilateral relations through existing institutional mechanisms
5. Underlining that, in order to foster good neighbourly relations, both Parties will develop a spirit of solidarity in the face of current and future challenges, without prejudice to each other's legal positions
6. Underlining that, in order to promote this positive atmosphere and agenda, both Parties will encourage the exchange of visits at all levels with a result-oriented approach
7. Recalling that the maintenance of international peace and friendly co-operation among States are among the fundamental purposes of the Charter of the United Nations and universally recognised principles of international law
8. Determined to promote friendly relations, mutual respect, peaceful coexistence and understanding and to settle all disputes between them by peaceful means and in accordance with international law
9. underlining the importance of effective channels and mechanisms of communication at all levels for the successful management of their bilateral relations, with particular emphasis on avoiding conflictual situations and potential escalation
10. Emphasizing that both sides will approach their relations with a view to enhancing economic cooperation and deepening people-to-people ties, thus contributing to the prosperity and peaceful coexistence of the two neighbouring peoples, and to this end, taking into account the significant progress made in promoting a positive agenda on economic and trade issues through the Joint Action Plan, the two sides will explore additional areas of cooperation;
Agreed on the following points
1. The Parties agree to engage in continuous, constructive and meaningful consultations on the basis of
(a) Political Dialogue:
-On issues of mutual interest,
-Discovery/Consultative meetings;
(b) a positive agenda, including measures of common interest in the areas of labour-economy, tourism, transport, energy, innovation, science and technology, agriculture, environmental protection, social security and health, youth, education and sport, social security and health, youth, education and sport, or in other areas to be jointly agreed upon, in the context of the Enhanced Joint Action Plan, with a view to achieving significant and concrete outcomes, organising the agenda in a structured manner and constantly updating it with new items
(c) confidence-building measures, including measures in the military sphere, which will contribute to the elimination of unjustified sources of tension and related risks;
2. The Parties undertake to refrain from any statement, initiative or action that would undermine or discredit the letter and spirit of this Declaration or jeopardise the maintenance of peace and stability in their region.
3. The Parties shall endeavour to settle amicably any dispute arising between them through direct consultations between them or by other means provided for in the Charter of the United Nations.
This declaration does not constitute a binding international agreement for the Parties under international law. Nothing in this Declaration shall be construed as creating legal rights or obligations for the Parties.
Done at Athens, on 7 December 2023, in duplicate, in Greek, Turkish and English, all texts being equally authentic. In case of differences of interpretation, the English text shall prevail.
