I'm pretty sure US and israel have approved and want this to happened.
I'm sure they want Erdogan to have more say and control over Hamas.
Certainly they want Hamas under Turkey influenced more than under Iranian control and maybe turn them just like current PLO....docile and peaceful.

While President Erdoğan's visit to Iraq continues, German President Steinmeier arrived in Istanbul. He will meet with Ekrem İmamoğlu today. He will meet with Erdoğan on Wednesday. German media DW published a news article describing Steinmeier's first meeting with İmamoğlu as a message to Erdoğan.

During the 1920s Sultan Vahdettin and the Allied forces called the Turkish army as bandits and terrorists.

Germany has long lost its respectable place in international arena.
Even Germans here know this and see the government as clowns.
They can send as many messages as they want. Nobody respects them any more.

All of gulf countries like Kuwait, Qatar and KSA will also be stakeholders in this logistics system very soon. For the friendly states to the south of us, a secure and stable connection with Europe depends on the TAF guarantee. Everyone will realize this sooner or later.

I don't think it's a realistic time frame. I think the main agreement is about water according to the Iraqi prime minister:

Also no mention of PKK. Erdogan's foreign policy power in Iraq has considerably weakened since the previous decade. The main rival to Baghdad and Erdogan's ally, KDP is weaker than ever. Baghdad is dominated by Iran and PKK-friendly factions. Iranian groups are present in all Turkmen areas and have split the Turkmen groups. Baghdad is no longer weak and unstable, it is instead the KRG to the north that is weak and unstable.
