The NIA Tuesday filed a charge sheet naming Jaish-e-Mohammad (JeM) chief Masood Azhar, his brother Abdul Rauf Asghar and 17 others for “carrying out the Pulwama attack at the behest of Pakistan”.

With this, the agency has linked all those allegedly involved in the attack to Pakistan and the Jaish.

One of the key accused in the Pulwama attack, which claimed the lives of 40 CRPF personnel, is Mohammad Umar Farooq, son of Ibrahim Athar, one of the five terrorists who had hijacked the Indian Airlines IC 814 in December 1999 and secured the release of Masood Azhar, Omar Sheikh and Mushtaq Ahmad Zargar. Farooq is also a nephew of Azhar.

The charge sheet — filed 18 months after the attack — said it was a result of a “well-planned criminal conspiracy hatched by Pakistan-based leadership of terrorist organisation Jaish-e-Mohammad” and “brought on record the all-out involvement of Pakistan-based entities to carry out terrorist strikes in India and to incite and provoke Kashmiri youth”.

Training in Afghanistan
The NIA claimed that the JeM leaders have been sending their cadres to the terrorist training camps of Al-Qaeda-Taliban-JeM and Haqqani-JeM in Afghanistan to receive training in explosives and other terror tactics, and for the Pulwama attack too, special training was given.

Farooq, the key accused, visited Afghanistan for explosives training in 2016-17, an NIA official said.

“He infiltrated into India through the International Border at Jammu-Samba Sector in April 2018 and took over as the Jaish-e-Mohammad Commander of Pulwama,” he said.
“Mohammad Umar along with his Pakistani compatriots, Kamran, Ismail and Qari Yasir, and local associates Sameer Dar and Adil Ahmad Dar, planned and prepared for the attack on security forces using IEDs,” the official said.

Seven Pakistanis, 12 locals
Among the 19 people charge-sheeted, 12 are residents of Kashmir, while 7 are Pakistani nationals.

The ones from Pakistan are Masood Azhar Alvi, Rouf Asgar Alvi, Ammar Alvi, Qari Yasir, Muhammad Umar Farooq (killed in an encounter), Kamran Ali (killed in an encounter) and Mohammad Ismail.

The remaining 12 are Shakir Bashir, Insha Jan, Peer Tariq Ahmed Shah, Waiz-ul-Islam, Mohammad Abbas Rather, Bilal Ahmed Kuchhey, Mohd Iqbal Rather, Sameer Ahmad Dar, Ashaq Ahmed Nengroo, Adil Ahmed Dar (the suicide bomber who was killed), Sajjad Ahmed Bhat (killed), Mudasir Ahmad Khan (killed).

Their role
According to the NIA, Shakir Bashir, Insha Jan, Peer Tariq Ahmad Shah and Bilal Ahmad Kuchey provided all logistics and harboured the JeM terrorists in their houses.

“From December 2018 onwards, Shakir Bashir started doing reconnaissance of the movement and deployment of security forces on the Jammu-Srinagar National Highway. Mudasir Ahmad Khan arranged gelatin sticks and handed them over to Shakir Bashir,” the official said.

“RDX was brought by the Pakistani terrorists who infiltrated into India. Shakir Bashir collected the explosive material i.e. RDX, gelatin sticks, aluminium power and calcium-ammonium nitrate and stocked them at his house for making the IED,” he added.

According to an NIA source, the explosives were brought into the Valley from Pakistan over a period of four months on Amavasya nights (first night of the lunar phase of the New Moon).

“The explosives were sneaked in from across the borders on the nights when there would be no moon. This is a strategy that is used by the infiltrators wherein they wait for dark nights,” the source said.

The ‘planning’
Investigation revealed that in January 2019, Sajjad Ahmad Bhat allegedly purchased a Maruti EECO car for the purpose of carrying out the IED attack.

“The car was kept in the front-yard of Shakir Bashir’s house. Waiz-Ul-Islam ordered 4 kg of aluminium powder from his Amazon account on the directions of accused Mohammad Ismail and gave the same to him,” the official said.

“Towards the end of January 2019, Mohammad Umar Farooq, Sameer Dar and Adil Dar made the propaganda video clip of the suicide attack at Insha Jan’s house, which was released immediately after the attack,” he added.

Heavy snowfall postponed attack
According to the NIA, in the first week of February 2019, Umar Farooq, Sameer Ahmad Dar, Adil Ahmad Dar and Shakir Bashir made the IED using RDX, calcium-ammonium nitrate, gelatin sticks and aluminium powder, and assembled it in two containers, one weighing around 160 kg and the other weighing around 40 kg.

The two IED containers were then fitted in the Maruti EECO car and were ready by the morning of 6 February 2019, the NIA claimed.

“However, because of heavy snowfall, the National Highway got closed for the vehicular movement,” the NIA official said, adding that “the attack got postponed”.

Then, on 14 February, as the National Highway opened, Shakir Bashir allegedly drove Adil Ahmad Dar until the National Highway, after which Dar took charge of the vehicle.

He allegedly drove on to the highway and carried out the suicide attack by ramming the Maruti EECO car laden with 200 kg of high-grade explosives into a bus of the CRPF convoy.

Another attack planned
Investigation into the case also revealed that Jaish had allegedly planned yet another attack on the security forces after Pulwama, but it was aborted due to international pressure, the NIA official said.

“Investigation has revealed that the Pakistan-based JeM leadership consisting of Masood Azhar, Rouf Asgar and Ammar Alvi were continuously giving directions and guidance to the Pakistani JeM terrorists (who had infiltrated into India) both before and after the attack,” the official said.

“They had also planned to carry out another suicide attack, which got averted due to Balakot strikes and due to killing of main conspirator Umar Farooq by the security forces. Further, due to international pressure, Pakistan lied low,” he added.

According to the NIA, investigation also revealed a well-crafted mechanism by Pakistani establishment to push terrorists into the Indian territory from the launch pads located in Shakargarh (Pakistan) opposite Samba-Kathua sector in Jammu.

“Non-bailable warrants have been issued against the absconding accused and further investigation in the case is on,” the official said.

The irrefutable trail of Rs 10.4 lakh cash deposits by Pakistan-based Jaish-e-Mohammed masterminds into Pulwama case accused Muhammad Umar Farooq’s two bank accounts in Peshawar and Khyber Agency to finance the February 14, 2019, fidayeen attack, is likely to strengthen India’s case for Pakistan being ‘blacklisted’ by the Financial Action Task Force (FATF).

Pakistan’s delivery on FATF’s 27-point action plan to curb terror financing and money laundering will come up for review by the multilateral body on September 14, followed by the final decision at the body’s plenary in October.

Sources said India may raise the funding trail of Pulwama attack to banks in Pakistan, to highlight Islamabad’s “limited” understanding of the terror financing risk emanating from its jurisdiction.

“The fact that a Jaish terrorist was receiving funds in his bank accounts back in Pakistan, with which he bought the car and explosives used for the blast in India that killed 40 CRPF jawans, shows that Pakistan has failed to deliver on its promises of due diligence in its banking system,” an officer said. The NIA’s probe into the Pulwama attack has found that cash deposits totalling Rs 10.4 lakh were made in five instalments into Umar’s separate bank accounts in Meezan Bank, Peshawar, and Allied Bank in Khyber Agency.

The trail of all the five deposit slips has been retrieved from Umar’s phone that was broken into with the help of CERT-In. These funds were deposited after Umar made a request to his uncles Abdul Rouf Asghar and Ammar Alvi.

The voice clips where Umar asks them for money for the Pulwama attack, after which the cash deposits were made, have been submitted as evidence in the NIA chargesheet on Tuesday.

Of the over 10 lakh Pakistani rupees deposited in Umar’s accounts, Rs 5.7 lakh was used for purchase and modification of the car and procuring explosives, including ammonium powder from Amazon.

Pak needs to take irreversible action against terror groups: Indo-US joint statement

These issues figured in the 17th meeting of the US-India Joint Working Group on Counter-terrorism and the third session of the Designations Dialogue held virtually on September 9-10, according a joint statement


India and the US have called on Pakistan to take “immediate, sustained and irreversible action” to ensure that Pakistani territory isn’t used for terror attacks and to speedily bring to justice the perpetrators of the 2008 Mumbai and 2016 Pathankot attacks.

The two countries also underscored the need for concerted action against all terrorist networks, including al-Qaida, Islamic State, Lashkar-e-Taiba (LeT), Jaish-e-Mohammad (JeM) and Hizbul Mujahideen (HM).

These issues figured in the 17th meeting of the US-India Joint Working Group on Counter-terrorism and the third session of the Designations Dialogue held virtually on September 9-10, according a joint statement.

Both sides denounced the use of terrorist proxies and strongly condemned cross-border terrorism in all its forms. They also exchanged views on threats posed by United Nations (UN)-sanctioned terrorist entities, the statement said.

“The two sides underlined the urgent need for Pakistan to take immediate, sustained, and irreversible action to ensure that no territory under its control is used for terrorist attacks, and to expeditiously bring to justice the perpetrators of such attacks, including 26/11 Mumbai and Pathankot,” the statement said.

The 2008 Mumbai attacks, which were carried out by a 10-member team of the LeT from Pakistan, left 166 people dead, including six US nationals.

Pakistani security agencies arrested seven men, including LeT operations commander Zakiur Rehman Lakhvi, for allegedly planning, financing and supporting the attacks but there has been little progress in their trial in a counter-terrorism court.

The 2016 Pathankot attack, blamed on JeM, targeted an Indian Air Force (IAF) base and resulted in the death of seven Indian troops.

During the dialogue, India and the US also shared information about their priorities and procedures for pursuing sanctions and designations against terror groups and individuals, particularly in light of recent legislative changes in India, the statement said.

There was a joint commitment to strengthen cooperation on information-sharing and other steps to disrupt the ability of international terrorists to travel, in line with the provisions and obligations outlined in UN Security Council Resolution (UNSC) 2396.

Officials of the two sides highlighted their efforts to address some of the world’s most pressing counter-terrorism challenges, including countering the financing and operations of terrorist organisations, countering radicalisation and terrorist use of the internet, cross-border movement of terrorists, and prosecuting, rehabilitating, and reintegrating returning terrorist fighters and family members.

The two sides also discussed mutual legal and extradition assistance, and bilateral law enforcement training and cooperation.

The US reiterated its support for the people and government of India in the fight against terrorism.

Mahaveer Singhvi, joint secretary for counter-terrorism in the External Affairs Ministry (MA), and Nathan A Sales, the US State Department coordinator for counter-terrorism, led the two delegations in what the statements described as a “far-reaching conversation on counter-terrorism cooperation”.

The two sides also resolved to continue close coordination on “this important element of the comprehensive global strategic partnership” between India and the US.

3 terrorists killed in an encounter in Srinagar. Interesting thing is that CRPF and J&K police executed this. No army involved. Seems CRPF is in process to take over security of valley completely in a span of few years.

Early Sunday, the BSF foiled another major infiltration bid from the Pakistan side in Samba sector of Jammu and Kashmir.

BSF troops noticed movement of a group of five heavily-armed terrorists on the Pakistan side of the International Border (IB) in Samba. This was the second attempt made by a terrorist group in a month to infiltrate through the Samba sector.

On noticing their movement, the troops fired on the terrorists, under cover fire provided by the Pakistani Rangers, however, they managed to escape.

Nashik, Maharashtra: A man allegedly supplying secret information to a Pakistan intelligence agency was arrested by the Nashik unit of the Anti-Terror Squad in Maharashtra, an official statement said on Friday.

“Nashik Unit of ATS, Maharashtra State, generated a reliable piece of intelligence that one person was supplying secret information about Indian fighter aircraft and their manufacturing Unit, Hindustan Aeronautics Ltd (HAL), Nashik to a foreigner,” ATS said in a statement.
According to the Nasik unit of the ATS, the arrested accused has been identified as Deepak Shirsath, 41, an employee of HAL.

“Through sustained interrogation of the accused, it is revealed that he was in constant touch with Inter-Services Intelligence (ISI), the Pakistani intelligence agency, and was supplying the secret information about Indian fighter aircraft and their sensitive details, along with the information related to HAL, the aircraft manufacturing Unit at Ozar, Nashik, the airbase and the prohibited areas inside the manufacturing Unit to the ISI,” the statement said.

It said that a case under several sections of the Official Secrets Act, 1923 has been registered against the accused and three mobile handsets with five SIM cards and two memory cards have been seized from his possession.

“The same are being sent to the Forensic Science Laboratory for examination. Today, a competent court has remanded the accused into ten days police custody,” it said.

Went through the whole thing multiple times already since yesterday. PKS intentionally missed mentioning about a stationary EW suit present in IA forward bases. Certain someone said its because of this suit the PMGs couldnt hit the targets ( ill stick to this version feel free to go with PKS). If you followed PKS during the initial days i think even he mentioned it, not sure.

Secondly, the airspace management was taken over by 2 awacs sent to the area in the middle of the scuffle again missed by PKS but confirmed by multiple sources including hellfire.
Also the pair of migs that took off on cap only the wingman carried the EW pod. With radios being jammed abhi’s wingman turned back but wasn’t acknowledged by abhi. If his wingman stuck to his side he might have not gone down. Heat of the moment and bad luck (my assumption).

And thirdly, Imran khan declared his intention of giving up the pilot in the parliament in an emergency hearing just 15 minutes before Indian military’s pre scheduled press conference. Again certain someone tells me india gave a timeline to Pakistan through USA and saudi to declare their intentions before escalating.

** The certain someone are a group of active personal i know personally discussing words going around in their respective units over a 🍺 so you can take it with a pinch of salt.

@Paro I agree, but I think PKS was just keeping things focused on the Abhinandan side of things evidence related etc...as there is ton of things before and later that also matter in significance on top of other things going on (that you mention) during the actual critical engagement etc.

None of those things are really going to play a huge role past Indian internal discourse/analysis (in say whatever foreign interest in analysis/debate, much less Pak one).

I think the overall precise spearhead used here by PKS, low on extended and even some important details (to us that have now read up on it), is more to put the ISPR side on the spot (given the recent politician statement) on a more specific route relevant to the maximum physical evidence they had and used (i.e Abhinandan) for their larger concoction, narrative and claims.

i.e Take on the cabal psychology very precisely using largely what they have provided (Judo like), rather than go too broadly.

Leaving aside Kargil, this same cabal after all was the one braying massive defeats inflicted on IA etc just mere day or two before the conclusion of the whole thing in Dhaka. The larger 1000 year promise too...mard-e-momin 10:1 ratios and everything like that.....all contrasting heavily with the final time and result it took.

I often use this phenomenon first thing whenever anyone really wants to know what PA and its setup and psyche really is like....and how that continues and likely hardens even more (double down on it like every authoritarian setup that has faced grievous undeniable defeat).... as long as it is the ultimate political institution there.

You forget the main issue though. You or rest of the world is not ISPR's target audience. Their hit rate with their traditional audience is 100%. Pakistanis will believe everything that comes out of their deep state :

Even ACM Nur Khan, probably the most decorated individual (not just the most decorated officer) went on record to dismantle the lies of the deep state which Pakistanis will always turn a blind eye to. ISPR's deceit and debauchery is good deceit, the intelligent portion of their target audience knows its face value, but they help in establishing that deceit as gospel truth in the hope that it will perpetuate the notion of stronger quam.

The simplest example is the group of individuals we know in common, they have transformed that community to follow the brief from the deep state and I can provide you direct communications to corroborate the same. Whether it's the demonization of the opposition (political judicial, social) all of them, justifying state-sponsored terror activities in the neighborhood where they celebrate attacks on its neighboring states with gusto or legitimizing the mockery of the pseudo-democratic process of elections which were handed to a selected candidate. All of this to back the stated narrative in pursuit of the greater glory of the state, which really is the greater glory of the foothold of the military establishment on the neck of the Pakistani State.

In Pakistan I believe it's an competition among the parties on who arrives or proposes the best deal to the militaries so they can take on the pedestral of power. I won't be surprised if Sharif comes back to power again through some backroom deals with the military. As long as the military is courted, it can never be a true democracy.

True case of 27th Feb will come to know after 15-20 years when the current gen forgets about it and slowly disgruntled people starts talking about the truth. PA couldn't do nothing when even it's own officers came out and said Kargil was a failure blasted by its Air Force and Navy for not taking them into confidence.

The only difference was this time, the truth is coming out faster than they would have liked. The other thing the former speaker threatened about was mostly "doosra pilot". When you push someone to the wall they try to bring down the wall.

Just note that from our perspective Indian media is nothing but a mouthpiece of the Indian brahmin establishment. It is in perfect lockstep with the Indian state and just spins the yarn it is fed. This thread is nothing but Indian propaganda from Pakistani POV.
