Indonesia, India: negotiations to be brought to fruition quickly

The specificities of Indonesia in this area, which can only commit to expenditure approved by Parliament, forced the French and Indonesian negotiators to break down the order into three tranches, depending on the financing authorizations granted by it. this. According to Dassault Aviation, the signing of the third tranche should take place soon, even if possible slippages for budgetary reasons are expected.
The second negotiation, in short final, led by the aircraft manufacturer and Team Rafale , concerns the 26 Rafale M which must be ordered by the Indian Navy by the end of January 2024, to respect the credit authorization granted by the Indian Parliament. These aircraft are to arm the new aircraft carrier INS Vikrant which entered service last year with the Indian Navy.

Defence minister and presidential candidate for the 14 February elections, Prabowo Subianto, is, according to our information, keen to develop a vast air warfare centre (AWC). The goal is to bring all the country's latest air warfare acquisitions together to develop new military doctrines and jointly operate the air force's various aircraft. Given its location, Indonesia could find itself the first in line in the event of a conflict in the South China Sea.
The air warfare centre programme is borne by a French-Indonesian trio, led by Indonesian operator Republikorp. CEO Norman Joesoef comes from a prominent Jakarta family and is close to Subianto. Thanks to those ties, his company is increasingly serving as a local partner to foreign groups, mainly from France and South Korea, such as LIG Nex1. It also handles Indonesia's Czech connections, notably with Excalibur Army, which has been in talks with the defence minister (IO, 25/09/23).
Spending spree
Republikorp is working with two partners on the project: arms export service provider Secamic, whose CEO Bertrand Lucereau is close to Dassault Aviation, and French businessman Habib Boukharouba's E-Systems Solutions. After working in Africa and the Middle East, Boukharouba became Subianto's adviser in 2022 (IO, 06/06/23).While all acquisitions are on hold ahead of the elections, Jakarta could operate its ever-growing fleet of brand-new Rafales from Dassault within the air warfare centre. Subianto has signed off the acquisition of 42 aircraft. They could join the fleet of Russian Sukhoi Su-27s and Su-30s and US F-16s. If Subianto is elected, he will also finalise the acquisition of 24 F-15EXs from Boeing and a fleet of second-hand Mirage 2000s from the Qatar Emiri Air Force (IO, 12/06/23).

Untuk Skadron Udara 16 yang saat ini mengoperasikan F-16, nantinya juga akan diisi dengan Rafale. Sedangkan F-16 yang ada di skadron tersebut akan ditarik ke Lanud Iswahjudi untuk menambah kekuatan Skadron Udara 14 dan Skadron Udara 3.
