We can't use foreign loan to pay for research cost. We can only use it for procurement. So yeah, it's normal that there's no plan to pay the research cost in green book. Rather, something is very wrong if such research cost showed up in green book.

We must not confused between research cost for developing KF-21 with procurement cost for buying KF-21.
