I thinking that our F-16 that underwent falcon star emlu program just got their radar replaced with AN/APG-68 v9, and to make it to viper standard then it need be replaced with AESA radar(AN/APG-83)?As far as I know the target is all of them

Turnaround or walk around is also called as exterior preflight inspection. Official AFM/POH of the aircraft must be contained that. Usually, preflight is done by the pilot themselves, but during scramble, for sure you not gonna turn around your aircraft and checking is there any leak or damage or something blocking pitot tube, static port, are the gears well, weather checked or not, etc etc, so the ground crews gonna do that for you, and doing other things for the same time, including that hot pit refueling.
