Not sure if it means the ability to carry BVR missiles, it could just mean BVR literally , that's the weakness of non-defense media, mistranslations & misinterpretations often occur.

This is likely a mistake either on his behalf, or the journalists who took his words. It's more likely what he meant was BVLOS - Beyond Visual Line of Sight - especially when it comes to operating long-range drones of which we still don't have the capability.

If it really able to do BVR then it must carry adequate radar and BVR missile. Its the radar that enable for BVR not satcom, without satcom its still possible to control the drone using LOS.
