You can't judge it from the picture or clip of short video. You should look at from the true contects and timeframe and how the incident happened in the first place

the impact is so great, the carreer of the officer is finished. But the truth behind the story is differ greatly from what it is depicted and ruin the whole great campaign of the war itself.

The thing is nobody cares about the context, it's always the image that stuck.

When people saw this they're naturally enraged. And enraged people/populace is an advantage for the guerilla.

Earlier success neutralizing the foe numerically were just being negated by the fact that there are people joining the insurgency out of rage.

We have done this approach in East Timor, Aceh and it did the exact opposite of what we want to achieve.

Oh man I am getting excited already, cant wait to see the outcome. The US govt decission may influence our future geopolitic, regional security and national interest allignment approach. I really hope both side can allign their common interest and focus on that.
