I just run into and had a chat with a staff from where our country order the 2 submarines...

I asked,... Do you only give us the capability to maintain the condition of the subs, or do you also give us something else

"No, we give you the capability to locally produce submarines, to build it on your own"

So that means there will be 3, 4, 5, 6 and 7...

"Well that depends on your government"

everything backs to decision maker. the shipbuilder are just happy if they get order or not happy if not having an order.
