intermezzo, coming soon near Natuna, imo instead of bela negara we should build our own maritime militia.

this way we could guard state sovereignty without being too aggressive (by deploying warships).
Or, arm the coast guard with more lethal weapons+choppers and extend their operational zones.

Yeah I've always wanted the Coast Guard to shoulder the constabulary duties more and let the Navy restructured for the higher end of operation, the thing is CG can't assert our sovereignty in our EEZ by fishing.

by having a maritime militia dressed as fishermen we could grab our EEZ riches while at the same time showing the flag (and maybe sometimes do some bumps with neighboring vessels)

As kemhan programme? How about kkp instead?
KKP can't do fishing .

develop maritime militia, send them where we're currently under dispute. Exercise our rights in the EEZ (by fishing) and if any intruders came, then we do the usual China way of ramming and sitting in the disputed are indefinitely.

plus, trawlers are cheap.

We already got numerous "civillian" agency with numerous steel Boats (most is 28 to 60 meter class) let several of them to be heavily armed under supervision of MoD (like Police, Bea Cukai, KPLP, KKP and Coast Guard) and let disburse more budget for them to build more larger patrol vessels. They are more manageable as they already trained and being rigorously selected compared to arming civillian....

We already got numerous "civillian" agency with numerous steel Boats (most is 28 to 60 meter class) let several of them to be heavily armed under supervision of MoD (like Police, Bea Cukai, KPLP, KKP and Coast Guard) and let disburse more budget for them to build more larger patrol vessels. They are more manageable as they already trained and being rigorously selected compared to arming civillian....
But if its civilian with some agency/institution supports compared to civilian agency, won't there be more maneuver if some incident were to happen.

The Indonesian Ministry of Finance (MoF) has granted approval for the country to obtain up to USD600 million in foreign loans to procure at least one second-hand submarine for the Indonesian Navy (Tentara Nasional Indonesia – Angkatan Laut: TNI-AL).

Documents provided to Janes by industry sources indicate that the approval was granted for the Interim Readiness Submarine Class (IRSC) programme, which seeks to temporarily fill gaps in the TNI-AL's underwater warfare capabilities with boats retired by other navies while the service awaits the delivery of new vessels.

The programme calls for a submarine class that displaces between 1,800–2,800 tonnes. However, the documents seen by Janes did not specify the expected number of hulls that will be procured.

The approved loan quantum for the IRSC was reached in consultation with the Ministry of Defence (MoD) and the Ministry of National Development Planning (Kementerian Perencanaan Pembangunan Nasional: BAPPENAS).

The TNI-AL operates a fleet of four diesel-electric submarines (SSKs) comprised of three Nagapasa (DSME 209/1400)-class boats, and one Cakra (Type 209/1300)-class SSK, KRI Cakra (401). A second Cakra-class boat, KRI Nanggala (402), sank in the Bali Sea in April 2021 killing everyone onboard.

I think $600 million for the second-hand interim submarine is too expensive. It is better to optimize the utilization of the existing submarine while waiting for the new one ready.

Depends on how many hull we can get from that $600 mil, I believe it will also be upgraded just like the Interim readiness Frigate.

Very likely that it will be Type-209.

Because we are unable to reach the target of having 8 sub by the end of 2024?

You do realize that a weakened region when most, if not all, of the countries in it are still in a desperate battle against the damn virus is ripe for the picking for a certain power, don't you?
