Both Tupi class (Brazilian one) and Heroine class (South African) are only 1400-1500 tons. Janes article said > 1800 tons. So what you're suggesting (Reis class) is probably the one that makes sense the most.

WT* is larger KCR ?

Told before, those companies will not magically get a frigate emerged.
Neither FIGES, nor MTG is a designer like Fincantieri, DCNS. They are solution partners for engineering.
And i am 100% PT PAL is at no place to casually design a frigate from scratch. Best bet they will use the know-how and base design of Iver and modify it, which makes a lot of sense since Indonesia is getting IP rights of the design according to the deal signed with OMT, however i still doubt if the project is actually going on.

It is not surprising that PT PAL wanted its own design, considering that its President director was the founder of PT Terafulk design. He also has experience working in a shipyard in Japan.

If it is really Suryo I wonder if it will be bundled with new submarine. Maybe the talk also touch this subject, so the overall money involved would be more than $600 mil. Maybe they will use Italian approach in FREMM deal.

It makes more sense and is simpler if PT PAL cooperates with MHI to produce a Mogami class than designing IH from scratch. The Mogami class is still new and the shipyards are still active in cooperating, and politically it has been supported even by the leaders of the two countries.
