Russia, Nort Korea and Iran.
If any country deals with any of these three they can be hit with CAATSA sanctions.
China is walking the tight rope here if it is selling weapons to İran. Buying oil is already a sanctionable move. However it is a commodity that is essential for the general populace. So there is some leeway that can be exercised. We buy gas and oil from Russia and Iran too.
But selling weapons is totally sanctionable. However China has enough cards in its hands to hit back with. So it is not a cut and dry case as it looks.
