I think you misunderstand! Yes quran does recommend to cover up the head. However, vast mejority of jurists of all four major sunni jurisdiction from the classical period and from the modern era is agreed that, dress code is not supposed to be a state law. But rather, like a personal obligation. I mean, Even in the classical period it never has been penalized like theft, drinking wine and other stuff. I can't imagine, in 21th century what some 'terbo dissel mullah' are trying to do, that even the classical clerics themselves didn't!

In the 31st verse of Surah Nur, it does not say to cover your head. It says cover your chest/collar. The Arabs used to cover their heads according to their custom before Islam or out of the habit of Judaism.
