Jordan Sells C295 transporters to Myanmar in controversial deal

The investigative journalism Organized Crime and Corruption Reporting Project (OCCRP) and Justice For Myanmar published documents on their websites exposing the controversial sale of two Airbus C295 twin-turboprop tactical military transport aircraft manufactured by Airbus Defence and Space in Seville (Spain).

In 2019, the United Nations (U.N.) called on the world to impose strict sanctions as a result of the Rohingya crisis, and many countries complied. Since the 1990s The European Union (E.U.) has maintained an arms embargo on Myanmar in various forms and covers arms, munitions, and military equipment.

Despite the 2012 relaxation of export bans, the arms embargo was maintained. As a result of these arms-embargoes, Myanmar can only make arms-deals with countries that do not comply. Jordan dos not have an arms embargo with Myanmar and therefore it is able to exchange the two aircraft for much-needed cash (USD 38.6 million).

The Royal Jordanian Air Force (RJAF) operated two C295s with 3rd squadron out of Amman-Marka. The aircraft were delivered in September 2003 and March 2004, and are for sale since July 2018. It is unclear how the logistical support will be organised, since Airbus Defence and Space has to adhere to the E.U. imposed sanctions.

The two C295s involved in the transfer are:

The US Defense Security Cooperation Agency has approved the Foreign Military Sale of an F-16 Air Combat Training Center to Jordan.​

The State Department has made a determination approving a possible Foreign Military Sale to the Government of Jordan of an F-16 Air Combat Training Center and related equipment for an estimated cost of $60 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

The Government of Jordan has requested to buy an F-16 Air Combat Training Center and Devices including full mission trainers, combat tactics trainers, instructor/operator stations, tactical environment simulators, brief/debrief stations, scenario generation stations, database generation stations, mission observation centres, and other training centre equipment and support; software and software support; publications and technical documentation; maintenance, spares and repair parts and services; US and contractor engineering, technical, and logistical support services; and other related elements of program support. The estimated total cost is $60 million.

This proposed sale will support the foreign policy and national security of the United States by helping to improve the security of a Major Non-NATO Ally that is an important force for political stability and economic progress in the Middle East.
The proposed sale will improve Jordan’s capability to meet current and future threats by ensuring Jordan’s pilots are effectively trained, which will contribute to the US-Jordan lasting partnership and ensure the country’s stability, a critical element to broader US regional policy goals. Jordan will use this asset to enhance training of pilots. Jordan will have no difficulty absorbing these training centre assets and simulators into its armed forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region. The principal contractor will be Lockheed Martin Corporation Rotary & Mission Systems, Orlando, FL. There are no known offset agreements proposed in connection with this potential sale. Implementation of this proposed sale will require the assignment of two US Lockheed Martin contractor representatives to Jordan for a duration of two years to support training. There will be no adverse impact on US defence readiness as a result of this proposed sale.
