think this was more likely to be Russia/SAA as they use GRAD rockets a lot.
Which would explain why Turkey has not said much about the constant, increasing amounts of shellling from Russia/SAA towards Idlib or blamed them. SDF, they can complain about on social media though, the usual YPG/PKK.
Turkey needs to equip the Syrian rebels with the same capabilities as the Palestinian factions in Gaza. Cheap and easy to manufacture rockets and kamikaze drones using COTS components. For each and every bomb that gets dropped on them, they fire a rocket at whoever hit them.
They could for example simplify the TOROS 230/260 with fixed fins and simpler solid-fuel mixture, give the rebels some Chinese (lathe) machines and install the rockets on trucks and in underground launching pits. With this in place Turkey can relegate responsibilty of retaliation to the rebels.
Turkey needs to drastically improve its poor asymmetric warfare strategy and tactics. Otherwise they'll get outmaneuvered by Iran and Russia.
Not going to happen. Turkey already prevents the rebels from directly attacking Assad and gave up large land in Idlib for Russia. Turkey is not there for the rebels, only to prevent refugees + take out PKK/YPG/SDF. It would also lead to escalation with PKK being armed with heavy weapons.
