It doesn't even have to provide full global coverage. Regional coverage is enough for Turkey's purposes. This can be achieved with a small number of satellites on highly elliptical Molniya orbits.

It's been a while but I can remember Erdoğan made a speech where he pointed out that turkey need ballistic missiles with ranges over 1000 km. After this speech I never ever heard something regarding this subject again.
So officially turkey has ballistic missiles with a range of 300 km. For me I just can't believe that there is no real progress regarding ranges over the years. I think that they keep the real ranges secret. But for deterrent purposes they should publish it (just my opinion).
