Why is there no surface launched SOM-C as it seems superior to the ATMACA?
Two different designs. They are superior to each other in their own right.
Atmaca
There is a version that is being prepared for launching from land to sea targets. (The initial firing tests were done from land positions toward the sea)
Also beach and inner areas of land will be targeted with the new version that is coming.
Atmaca is a sea skimming circularly shaped missile. It is optimised for hitting naval targets. It is our answer to new versions of Exocet and Harpoons.
SOM
This is a missile that is optimised for air launching. It has a very different geometry with it’s wings if compared to Atmaca. It’s shape, which is made of straight surfaces is a stealthy shape. It’s paint is supposedly has properties to absorb radar signals. Not easy to launch from land with that shape. As it can follow contours of land after launch, a standard SOM missile will go low and be out of radar detectability.
A special booster has to be used to launch it from land. It’s aerodynamic shape is not easy to assist land launching.

@Yasar
I meant ship launched like the LRASM from the MK 41

It’s certainly possible to do right?
It is possible. Yes. But when you have two different forces (airforce and navy) that want different missiles for themselves, you get a Harpoon beater and a storm shadow lookalike.
Now that we have Mr Ismail Demir in charge of all new such developments we hope that one Swiss knife that serves both purposes will be possible.

Mr Gürcan OKUMUŞ: "An agreement was made with a foreign company for the first prototypes for the KUZGUN Turbojet engine and the supply process continues without any problems. Since it would not be right to give the name of the company at this stage, the final decision will be made after the ground tests of the engines. Negotiations with two local companies are continuing, and work has been started to acquire alternative domestic suppliers simultaneously."

Where is the country likely located?

According to Gurcan Okumus, the head of Tubitak Sage, the SOM missiles have a modular and expandable architecture. Hence can be easily modified so that it can be launched from Sea and Land positions with the help of a booster rocket. There is ongoing work on the matter and the missile will gain Sea and Land launch-able capability when the work is finalised. Even though they have not got a contract to do the work , Sage is still working on it to make it happen.

Kuzgun is a new family of missiles that is modular, low-cost, suitable for multi-use, high strike sensitivity and low collateral damage.
Addition of a turbojet propulsion engine, especially an imported one, will make this missile fairly expensive.
As a winged glide bomb like a KGK, it is much cheaper and carry more explosive (60kg) and if released at high altitude will still be a stand off ammo.
In surface to surface mode, a solid fuelled motor will make it faster and cheaper, albeit with less explosive warhead. Also from air to ground with a solid fuelled motor it will have a very long range with less time for enemy to react to it.
Addition of an imported turbojet engine will make Kuzgun too expensive. We need to produce the engine ourselves.
If TEI can produce TJ-90 and TJ-300, they should be able to produce a TJ-150 as well.

They aren't in the same class. Kuzgun-KY (solid fuel) is a 100kg missile. Umtas is a lot smaller and lighter. Kuzgun-KY is even bigger than Spike-NLOS. IMHO it is what a real NLOS missile should be. Kuzgun is very flexible and will be a force multiplier for airforce, land forces, and navy. Think about this rather than UMTAS-L navy USVs or ships can carry Kuzgun-KY or even TJ with a small booster. T-129 Atak will be very deadly with Kuzgun missiles. UAVs will wreak havoc on anything. Anka with 350kg payload can carry 2 Kuzgun and 6 MAM-L. Akıncı can carry like 10 Kuzgun.

Kuzgun modular missile family will be available in different variants and the primary consideration was the development of Kuzgun in different diameters and weight (50+ and 100+kg). Judging from the mock-up, the prototypes will be developed around 100kg missiles. All of the variants to he introduced in IDEF have laser seeker heads, so they will not have fire-forget mode. With the integration of infrared guidance in next variants, the missiles will go beyond the SpikeNlos concept. Spike Nlos has a weight of 70kg according to the information available in open sources and is effectively marketed for both on land and naval warships. The Kuzgun-KY model, which will exceed 100kg weight, will not only provide effective engagement from longer ranges than Spike NLOS, but also will have superior ability to destroy the target with its heavier warhead. An Akinci-B (750hpx2) equipped with Kuzgun TJ or Kuzgun-KY will likely become a nightmare for the enemy land troops, armor and air defence systems.
