Maybe but if the intention is propaganda they would just build bigger bombs and missiles. Some of the stuff is actually useful and an IRBM would not be an economical choice but would bolster our deterrence if it is precise but not as a mono block missile with one warhead.
That power level speaks better to derivative engines towards ship engines, power generation engines and high bypass turbofan engines. That core engine can be used to make such engines. So there can be multiple uses for such an engine where a smaller engine falls short.

True but this engine has an afterburner which would classify it as a fighter engine. A gas turbine for naval ships are usually deprived from civilian engines because of the time of usage
