The Turkish Space Agency will support the work of TÜBİTAK National Metrology Institute (Ulusal Metroloji Enstitü/ UME). The agency will carry out work to make the classic RB atomic clock designed by TÜBİTAK UME suitable for use in space. Atomic clocks are used to prevent time deviation in areas where gravity is low.

As a useful load to the small-sized CUBESAT satellite equipped with nanotechnology, it was decided that TÜBİTAK UME would make a miniature RB atomic clock.

In the following process, a protocol will be signed between TÜBİTAK UME and the Turkish Space Agency, which includes the use of the institute's capabilities for the agency.

With the completion of the project, Turkish space agency(TUA) will have the launching, testing, manufacturing infrastructure, along with the capability of establishing a launch base that already few countries in the world have. Turkey aims to achieve first launch in 2025, for micro satellites(<100kg).

I think turkey has a very good industrial base and pool of scientists and engineers to pull this off. Is TSA doing collaboration with other agencies or its completely homegrown ?
