I am guessing you can launch to any orbit from any location on earth if you want to bear the burden of carrying extra fuel to maneuver is space. With reusable rockets being able to land back to the launch site and upper stages being able to be steered to safe drop sites you only need to account for the cost of fuel and developing and handling of larger rockets when you launch from the non-equatorial sites. It will be somewhat costlier but preferrable if your payloads are not too large.

Uluğbey positioning system being at 510 km altitude is different from the well known systems. Other positioning systems are located at 20500 km altitude. This gives them a wider field of view looking down to Earth which in turn enables them to do with a smaller number of satellites. They usually work with 24-36 satellites with some satellites as back up satellites standing by for when some active satellites are down. Uluğbey on the other hand with 510km altitude has a narrower field of view looking down therefore a larger number of satellites are needed to cover the whole globe. Being at low orbit however means a lower signal latency. If they were purposed for communication efficiency this altitude would probably give the best efficiency. They should make the satellites multipurpose both as positioning and communications satellites with the possibility of providing mobile phone service directly to the handset in the future.

As there's no space center and no Turkish launch vehicle so far, we can safely assume it will be launched again either via Spacex or China.
these knuckle-heads(@Turkish Century) think sending a 4ton+ satellite into GEO is something that can be done in a few years. We don't even have any projects to develop a launch vehicle at that class. Our near-term goal is to launch a rocket with 400kg payload to LEO in a few years. Then there will be one that can launch 1.5 tons to LEO in the mid-term if everything goes smooth.
4tons to GEO equals around 8tons in the LEO. That's far out in the future for us, not in the next 10-15 years.
the news about TÜRKSAT7A is legit. The bs part is the launching of the satellite by Turkish rockets.

While Uluğbey is the primary goal here there can be other modern day satellite services that can be provided with such low earth orbit satellites both in military and civilian domains.
- Internet communications like the Starlink
- Direct to Device mobile phone services
- Low latency communications for unmanned fighters
