They are Police Special Operations POH. If I am not wrong this photo was taken right after the terror attack against the Ministry of Internal Affairs building where 2 terrorists were neutralized and 2 policemen that were on guard were lightly wounded.

That's the first time i see JOPER using Ops-Core RAC headsets, they geared up pretty well the last couple years.

I think I saw it before with JOPER but it is definitely new. Indeed JOPER advanced very good when it comes to personal equipment and other specialized equipment. They also keep them in shape by including them in internal operations so they also got the experience. Now it is time for them to advance on training level adopting more modern methodology and modernizing their facilities. I am sure OKK and SAT can help with that.

First time I hear about "JOPER". Are they part of the JÖH, or JÖAK?

JÖAK = Jandarma Özel Asayis Komutanligi (Gendarmerie Special Public Security Command)

JOPER is the counter terrorism, hostage rescue unit of JÖAK similar to French GIGN for example, all JOPER members usually served previously in JÖH.
