The Saeta II Program: A New Era in Türkiye-Spain Strategic Aviation Partnership

IMG_2351.jpeg

April 28, 2026 - A historic chapter in European aviation was written today at the Airbus facilities in Getafe, where officials from Türkiye and Spain gathered to formalize the export of the HÜRJET advanced jet trainer. In a high-profile ceremony attended by Prof. Dr. Haluk Görgün, President of Türkiye’s Defence Industry Agency (SSB), and Maria Amparo Valcarce Garcia, Spain’s Secretary of State for Defence, the "Saeta II" program was officially activated. This agreement marks the first time in history that a manned, jet-powered aircraft designed in Türkiye will serve in the inventory of a NATO ally, solidifying a strategic industrial bridge between Ankara and Madrid. [1, 2]

The Legacy of Saeta: Rebirth of an Icon

The program’s designation, "Saeta II," is a respectful nod to the Hispano Aviación HA-200 Saeta—Spain's first indigenous jet that took to the skies in the 1950s. This naming convention reflects Madrid's vision: treating the HÜRJET not as a simple off-the-shelf import, but as a platform to be woven into the fabric of the Spanish industrial ecosystem. While the current contract solidifies the acquisition of 30 aircraft, official budgetary frameworks suggest a roadmap for up to 45 units to meet the long-term needs of the Spanish Air and Space Force. [3, 4]

Financial Blueprint and Industrial Synergy

The Saeta II program carries a total investment estimated at €2.6 billion. While the headline figure translates to a system-per-unit cost of roughly €86.6 million, the value lies in the "package" deal. This includes not just the airframes, but a sophisticated Integrated Training System (ITS) featuring high-fidelity simulators developed by HAVELSAN, as well as a comprehensive maintenance and logistics support cycle through 2035. [5, 6]

Crucially, the partnership is built on a "TUSAŞ-Airbus Spain" joint initiative. A significant credit of €1.04 billion from Spain's Ministry of Industry is specifically earmarked to ensure local industrial participation. This "Españolización" (Spanish-ization) process will see 15 Spanish firms, led by Airbus and Indra, integrating indigenous avionics and mission computers, ensuring that the HÜRJET operates as a native asset within Spanish airspace. [3, 7]

Beyond the Classroom: The HÜRJET-C Potential

While the primary objective is to replace the aging Northrop F-5M in the Lead-In Fighter Trainer (LIFT) role, Spanish defense circles are increasingly looking at the HÜRJET-C variant with keen interest. Analysts have noted that the HÜRJET-C could provide much-needed operational relief for Spain’s Eurofighter Typhoon and EF-18 Hornet fleets. By utilizing a cost-effective, supersonic light combat aircraft for air policing or border surveillance, Spain can preserve the airframe hours of its primary fighters for high-end conflicts. [8, 9]

Competitive Edge: Why HÜRJET?

Spain’s decision to choose the HÜRJET over established NATO-standard competitors like the Leonardo M-346 or the Boeing T-7A Red Hawk was rooted in pragmatic logic. Unlike the subsonic M-346, the HÜRJET offers Mach 1.4 supersonic capability, providing a more realistic training environment for pilots transitioning to 5th-generation platforms. Furthermore, the HÜRJET utilizes the General Electric F404 engine—a family of engines Spain is already intimately familiar with through its Hornet fleet. This logistical synergy significantly reduces the learning curve for maintenance crews and lowers overall life-cycle costs. [7, 10]

A New Strategic Flexibility in Europe

Spain’s pivot toward a Türkiye-origin platform also carries weight within the PESCO (Permanent Structured Cooperation) framework. By bypassing traditional, often sluggish, multi-national EU consortiums in favor of a faster, more agile industrial bridge with Türkiye, Madrid is exercising a form of "strategic flexibility." This move proves that a combat-ready, high-performance platform can be integrated with European sub-systems to create a hybrid solution that meets immediate operational demands without sacrificing domestic industrial rights. [4, 7]

Conclusion

The Saeta II program represents a paradigm shift in Mediterranean and NATO defense cooperation. For Türkiye, today’s signing in Madrid serves as an international validation of its aerospace maturity and engineering prowess. For Spain, it provides a high-performance solution to a looming pilot training crisis. As the first HÜRJETs begin their service at the Talavera la Real Air Base in 2028, this partnership will likely stand as a blueprint for future defense collaborations where industrial speed and operational reality take precedence over traditional procurement boundaries.
