You may not think it right that the US ammunition stocks have fallen to critical levels. However, the obvious reality has to be that the USA could not achieve mass production at the level of the cold war years. On top of that, they are going to war (covertly or directly, it doesn't matter) with a country that has hundreds of warplanes, thousands of tanks, etc. on paper, not Iraq or Afghanistan. When you scale up, the ammunition that normally grows without declaring mobilization no longer grows. When was the last time the USA sent and used thousands of stingers to the front. Now we are talking about a manpads whose mass production line has been closed.
