For comparison, in Napoleon's time, 70% of the government budget went to the military.Singapore already stretching their funding level, more defense budget means less pension and welfare budget, means less stability for their society. Indonesia otherwise only spent very little, less than 0,8 from total GDP, and less than 1/19 from total expenditure of central government budget. There is lot of room for play for Indonesia.
Even though we have a legacy of 'military dictatorship', Indonesia was never really a militarized country (a clear example is North Korea in modern times). Indonesia is more of a 'bureaucratic state' than 'militaristic state' because ABRI officers back then and even now, serve in the capacity of bureaucratic officials rather than as warfighters. That is why we see more generals in the ministries and enterprises, rather than on the battlefield.
