Which countries around the world have the capacity to build their own independent carrier program?
The US, UK, France, Russia, India, China all have fleet carriers. So they obviously have the capacity to do it.
Apart from that I would say Japan, Mexico and South Korea, they may not have the need, but they have the GDP and industrial capacity to do their own entire program.
For an independent carrier program I am talking about the carriers themselves, being fleet carriers. Anything over 40,000 tons and able to operate 40 or more aircraft. The American class for example isn't a fleet carrier but an amphibious assault ship. The carrier can be nuclear or conventionally powered, can be STOBAR, STOVL or CATOBAR. It needs its own jets, AEW aircraft and ASW aircraft, its own MPA aircraft, SSN's, AAW and ASW escorts and replenishment capabilities. Along with operational crew numbers and industrial capacity.
Other countries which should have the capability but down right now are Argentina/Brazil/Turkey/Germany/Italy/Spain/Pakistan/Australia/Canada/Indonesia and South Africa.
