Honestly AI can do a good job on this if put to use with satellite tracking of fishing fleets (especially from Asia)...that either actively target shark areas or indirectly harvest them by going after tuna etc.

Even before AI there was a screening/data analysis tool a project I was in developed w.r.t using real time satellite data for ship logistics and navigation.

But it needs legal conventions first, that is the hard part getting countries to agree to restrictions....educate and spread awareness in their population to reduce demand for it and so on. Otherwise there is nothing that can be enforced....its open seas in the end.
