About the air defense :
There is an article that i posted earlier, before page 100, A weapon dealer claimed he bought some three dozens air defense missiles for Taliban's and each missile cost some 700,000 $ and further said the missiles are Russian origin. I might be a little hazy with the numbers.

Some junior members also showed interest in Turkish products & "Cool Turkish Stuff" words were used.

Currently there is no immediate need for air defense, Some of the priorities are follow :
- Liberation of Kabul
- Liberation of entire Afghanistan
- Exterminating all remnants of terrorists
- Establishing Shari Law in the entire country
- Bringing and maintaining law and order throughout the country

Next on the to do list is the development of infrastructure, establishing industries, health care and Education.

All what you said is right except "there is no need for air defense" , seriously ? You are surrounded with enemies and without any air defense anytime the enemy wants to kill the leaders they just need to send 1 fighter to destroy the whole presidential palace , air defense system is a must know , at least one long range battery should be in kabul like HQ-9 and HQ-16 in other less important cities, building Economy and healthcare is important but allowing the state to collapse again is the most dumb step

Buddy i didn't said "there is no need for air defense" i said "no IMMEDIATE need for air defense".
Yes your concerns are well placed and after 43 years for constant war after war, there are more pressing concerns then to buy an air defense right away.
