The floating dock sit too low on the water, not high enough to transfer the sub from assembly building pier to the floating dock. There are also some clearance (sedimentation) issue near the sub assembly building sea/water access in front of it.I wonder why didn't use the floating dock straight away.

Looks like they couldn't tow a floating dock there and used Barge to transfer submarine to the Floating Dock.After the submarine is carried onto the barge using SPMT then the barge is moved to the nearby dry dock(if I am not wrong), but how the submarine is put to the water? Submerging the barge?

Now I see why the new shiplift is needed. It is safer, faster and easier.
It seems that method of launching submarine from a slip way is not used any more.Looks like they couldn't tow a floating dock there and used Barge to transfer submarine to the Floating Dock.
In the end you have to transfer the submarine via wheeled or rail systems to the Floating Dock, since it is not good to launch submarine in a way that ships are launched from slipway.
What they call shiplift could be a "floating drydock" for submarines.
